- This Sources Sought notice is a request for information to be used for preliminary market research and planning purposes only. The Government is seeking responses from contractors interested and capable of performing the required services. No proposals are being requested or accepted. This is NOT a solicitation and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of interested parties including Small Business (SB); 8A; Historically Underutilized Business (HUBZone); Service-Disable Veteran-Owned Small Business (SDVOB); and Women-Owned Small Business (WOSB).The Western Montana Acquisition Zone expects to solicit for Operation and Maintenance of the Holland Lake Sewer Lagoon. The Holland Lake Sewage Lagoon is located 57 miles south of Bigfork, MT or 25 miles north of Seeley Lake, MT off of Highway 83. The Flathead National Forest, Swan Lake Ranger District, anticipates awarding a Firm-fixed price service contract.In order to determine the extent of industry interest and capability, interested parties must email Theresa Peterson at theresa.peterson@usda.gov. Responses are due by 3 January 2020/ 1000 MST). The responses shall include:1) Name of Firm, Point of Contact, Mailing Address, Telephone Number, and DUNS number.2) Identification of the appropriate small business eligibility as determined by the NAICS size standards, the Small Business Administration and registration in System for Award Management (SAM), including SB, HUBZone, 8A, SDVOB and WOSB.3) A brief description of experience providing this type of services including dollar value of previous work performed within the past three years and type of Montana Operator Certification.The work includes but is not limited to furnishing labor, material, equipment, tools, transportation, supplies, and supervision necessary to complete the work according to the contract.Description of operation and maintenance of the Holland Lake Sewer Lagoon;A. Operator shall hold certifications required to operate an aerated sewer lagoon as required by the Administrative Rules of Montana (ARM) 17.40.202. At a minimum the operator shall be certified to operate a Class 3 wastewater treatment system as defined by ARM 17.40.202(1)(c)(iii) or ARM 17.40.202(2)(c)(iii). The operator shall meet all other requirements established by the State of Montana. The operator shall provide a copy of his/her Montana Certification License to be awarded a contract.B. The operator shall be responsible to meet all of the Missoula County Wastewater Reclamation and Reuse Requirements, Montana Department of Environmental Quality Requirements, and the Operations and Maintenance Manual for the Holland Lake Wastewater System.C. The operator shall make periodic visits to the site as required for the proper, safe operation of the sewer lagoon and irrigation system per the Holland Lake Wastewater System Operations and Maintenance Manual, and to meet State and County requirements. The contractor shall make no less than one (1) visit to the site per month from November through May, and shall make no less than two (2) visits to the site per month from June through October, and as often as required to proper operation, sampling, testing, disinfection, lagoon aeration and sprinkler irrigation. It is anticipated that the operator will make numerous trips during the sprinkler irrigation periods to check sprinkler operation. The operator shall take water quality samples prior to land application of treated effluent and submit the samples to a state certified laboratory for analysis. If the samples to do not meet requirements for land application, the operator shall make required changes to the system operation to bring the effluent quality up to the standards for land application, and shall resample as needed. Laboratory costs for sample analysis will be paid by the Forest Service.D. The operator shall make once monthly recordings of the flow meter readings and provide these readings with the monthly invoices.Prospective awardees Must be registered and current in System for Award Management (SAM) to be awarded a Federal Contract. Authority for this procurement is FAR 13.106(b) for purchases not exceeding simplified acquisition threshold.
