- The purpose of this amendment is to provide the attached documents: Non-Disclosure Agreement (NDA), Technical Data Request Questionnaire (DD1350), and Military Critical Technical Data Agreement (DD2345) to all potential sources if requesting any drawings/data or information from the Technical Data Package (TDP). These drawings are required to be completed prior to receipt of any drawings/data or TDP information. Upon receipt and review of these required documents the information being requested will be responded to accordingly. In addition, this amendment is to extend the response date as follows:FROM: 19 December 2019 TO: 23 December 2019This update has been reflected in the write up below.******************************************************************************************The purpose of this amendment is to extend the response date as follows:FROM: 16 December 2019 TO: 19 December 2019This update has been reflected below.******************************************************************************************The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS), both located at Picatinny Arsenal, New Jersey, is conducting market research to identify qualified sources within the United States and Canada capable of manufacturing and delivering the M825A1 Safe and Arm (S&A) Module Assembly. The estimated maximum quantity to be delivered is up to 70,000 M825A1 S&As at a rate of 18,000 per month.The M825A1 S&A is utilized in the M825A1 White Phosphorous Smoke Projectile. The S&A is dual safe, requiring two unique environments to align the explosive train. Both setback and spin locks prevent accidental arming prior to firing. During projectile flight, the explosive lead in the S&A, when initiated, will detonate the M825A1 Projectile Burster, which will rupture a Canister Loading Assembly and disseminate 116 felt wedges saturated with White Phosphorous. As the wedges are exposed to the atmosphere, a smoke cloud is generated which acts as an obscurant.To be considered a capable source for this effort, all interested sources shall submit the following information:a. Identify their projected monthly delivery capability for the M825A1 S&A AND address their capability to consistently meet the Government's required monthly production and delivery rate of 18,000 M825A1 S&As per month. Delivery for the M825A1 S&A will begin no later than August 2020;b. A summary of their company's capabilities including organizations name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code;c. A description of facilities/equipment, manufacturing process, inspection capability, personnel, past experience as an artillery safe and arm module assembly producer, proven monthly production capacity and/or potential capability, possible partnering/teaming arrangements, and whether the company is a small or large business;d. Evidence of Quality Assurance in order to support this production program.The respondent should provide sufficient detail to the U.S. Government so as to make a reasonable assessment on the capability to produce this item at the required rate.All interested contractors must be registered in the System for Award Management (SAM).This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP). All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Please identify any proprietary information submitted. All information provided will not be returned and will be held in confidential status.The contractor shall provide all information requested in this notification NLT 23 December 2019 at 4:00pm EST, by electronic mail (e-mail) only at no cost to the Government.
