- Title: Request for Information from potential sources for Assault Boat (AB)DESCRIPTION:THIS REQUEST FOR INFORMATION (RFI) IS A REQUEST FOR INFORMATION USING MARKET RESEARCH AND WILL BE USED FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT.PURPOSE:Naval Sea Systems Command (NAVSEA) is conducting market research to determine the feasibility of procuring quantity thirty-six (36), 10 to 12-meters/32 to 40-foot Assault Boat (AB) under a single award. The Government is interested in market information pertinent to proven (e.g. existing vessels) vessel(s)/craft(s) for potential FMS sale(s). In particular, the Government desires information pertaining to whole vessel characteristics, design information, operations, estimated acquisition costs, delivery time frames and past sales information. Designs and Licenses are not limited to corporations within the United States. Boat spares and associated training will be procured on separate line items and not a part of the overall vessel price.ANTICIPATED SCOPE OF WORK:The AB will be used by foreign military, partner nations, as a logistics support platform intended to extend riverine forces operational reach. The AB is to have the following APPROXIMATE characteristics:Length: 10 to 12 meters (32 to 40 ft), Beam: not less than 3.048 meters (10 ft), Propulsion: minimum of two outboard motors (4- stroke), Hull Material: Fiberglass Reinforced Plastic (FRP), Person Capacity: 5 boat crew plus 12-man team, bolster type seating, Maximum Speed: 40 knots, Cruising Speed: 30 to 35 knots, Functionality: operational at sea state 3 condition, survivable at sea state 5 condition, Weapon Mounts: one 7.62 mm, 6-barrel rotary Gatling Gun (M134D-M) in Bow Mount and two 7.62 x 51 mm, MG (M240N) with Gyrostabilizer mounts (Starboard & Portside) and Ballistic Shields, Ammunition stowage bracket shall be installed and designed to accommodate ammunition boxes of 200 rounds, Accessories: boat trailer and cradle, Communications and Electronics: Forward looking Infrared, depth sounder, GPS, Transducer, Harris handheld Falcon, Harris Falcon 3 RF 7850S SPR with headsets, Accurate heading sensor, navigation system, Harris Marine VHF radio, illuminated magnetic compass, LED Navigation Lights, intercom system. The boats and all installed equipment shall be provided with a one (1) year warranty upon arrival of the vessel in the purchasing country.NAVSEA is seeking responses from interested parties that can provide the boat with the characteristics outlined above. Interested parties are encouraged to submit a single compact disc (CD) containing the following: A cover letter containing the following: (a) The name and address of the interested party and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; Specification (or cutsheets) that describes that the boats (in terms of hull equipment, engine specification, electrical system, command and control equipment, mechanical, etc.) being offered are of existing designs that meet the above listed requirements for the AB. The Government recognizes that interested parties may not have a platform that meets all the requirements. Interested parties are encouraged to respond to this RFI if minor deviations exist but could be readily modified; General Arrangements drawings of the AB; A description of the company’s recent relevant experience; Estimated total construction time from start of construction to delivery at the builder’s facility; and Estimated rough order of magnitude (ROM) price for each AB, not including the training, and any associated spares, the government would encourage pricing to identify the costs of including Heating Ventilation Air Conditioning (HVAC) & Generator as well as a price without this option.
