- SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Roger Arellano | email:� roger.arellanomosquera@irs.gov For: Moody�s Analytics Subscription to Moody�s U.S. National & Regional Historical Database for five (5) users. The Office of Treasury Procurement Services (OTPS); Operations Support Branch, intends to negotiate a sole-source acquisition with Moody�s Analytics, Inc. for subscription services to U.S National & Regional Historical Database (5 user licenses) with the approximate start date of February 01, 2020. This service offers the most comprehensive US national and regional/metro historical economic/financial/demographic database available on the market. Moody�s provides direct access to data specialists supporting every data series and client assistance logs are checked by executive management for quality assurance on a daily basis. Additionally, Moody�s provides a unique front-end interface that is required for a quick access and efficient reporting through spreadsheets and formatted tables and graphs that readily interface with MS Excel. Moody�s has created these unique products and has no resellers. A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition. These services are currently in place under Purchase Order 2032H318P00018. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on December 27, 2019. Responses shall be submitted to Roger Arellano at roger.arellanomosquera@irs.gov Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Moody�s Analytics products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
