- NASA/GSFC plans to issue an extension to the period of performance under the General Services Administration (GSA) Government-Wide Acquisition Contract (GWAC), Washington Interagency Telecommunications System (WITS 3) contract GS11T08BJD6002, Delivery Order NNG14AT28D with Level 3 Communications, LLC for uninterrupted Telecommunications Services at Godard Space Flight Center (GSFC), Wallops Flight Facility (WFF), Wallops Island, VA and Goddard Institute for Space Studies, New York City (GISS).� NASA/GSFC intends to issue the modification on a sole source basis to Level 3, LLC under the authority of with 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, � Only one responsible source and no other supplies or services will satisfy agency requirements.� Level 3 provides telecommunications services to support GSFC, GISS and WFF requirements. The requirements include, but are not limited to, providing voice over internet protocol, voice/data and other telecommunications for existing service. Level 3 maintains and operations extensive telecommunication networks and infrastructure at all three GSFC sites. Specifically, the infrastructure enables Direct Inward Dialing (DID) telephone numbers to be routed to the providers who own them in the Public Switch Telephone Network (PSTN); this network ensures that in the event of a service failure at one of the three sites the others will serve as a backup. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m., Eastern Standard Time, on January 2, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
