- The U.S. Army Contracting Command - Aberdeen Proving Ground � Natick Contracting Division on behalf of the U.S. Army Combat Capabilities and Development Command (CCDC), Soldier Protection and Optimization Directorate (SPOD) intends to procure on a sole source basis under FAR 13.106-1(b)(1)), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements,� North Carolina University Nonwovens Institute in Raleigh NC for Nonwovens Institute membership agreement. North Carolina University Nonwovens Institute is the only research consortium to promote cutting edge research in the area of nonwoven textiles. �A Firm Fixed Price Contract will be issued.
