Description
NASA Johsnons Space Center has a requirement for the Center for Space, High Performance, and Resilient Computing (SHREC) MEMBERSHIP. NASA Johnson Space Center intends to purchase the items from the University of Pittsburgh. SHREC is a one of a kind research organization�at the University of Pittsburgh that allows academia, industry, and government to collaborate on research and development of new technology in the field of reconfigurable computing.� SHREC also has significant prior experience with NASA�s Core Flight Software (cFS) framework as well as Time-Triggered Ethernet (TTE) technology.� SHREC has also has prior experience with developing and certifying systems to fly on the International Space Station (ISS).� The combination of expertise and prior experience makes SHREC uniquely qualified to support the development and certification of the ASPECT to fly on ISS, leveraging the SHREC Space Processor (SSP), cFS and TTE, and building off past NASA efforts as part of the Advanced Exploration Systems (AES) Avionics and Software Project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Officer Chrystal Wiseman at chrystal.d.wiseman@nasa.gov and the Contract Specialist, Kristin Tauber at Kristin.m.tauber@nasa.gov not later than 4:30 p.m. local time on December 20, 2019.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
