Description
The United States Army Contracting Command � Redstone Arsenal (ACC_RSA), Alabama on behalf of the Program Executive Office (PEO) Aviation for the Aircraft Managed by the Apache Attack Helicopter (AHH) Project Manager�s Office (PMO) submits the following Pre-Solicitation Notice for Contractor Field Service Representative (CFSR) Support for the United States Government (USG). The proposed contract action will be a new five (5) year indefinite delivery/indefinite quantity (IDIQ) contract. This effort will be awarded as a sole-source, follow-on firm fixed price (FF)) contract to Lockheed Marin Corporation, 5600 Sand Lake Road, Orlando, FL 32819-8907, CAGE Code 04939 for continued Contractor Field Service Representatives (CFSR) support for the AH-64 Apache Sensor Systems. The CFSR support contractor will provide OEM level experts that perform training, inspection, technical assistance, troubleshooting guidance, and OEM engineering reach-back support for damaged sensors and sensor components and/or inspection and repair criteria to return the sensors and sensor components to a serviceable condition, both within and outside the USG publications for the Apache AH-64 Sensor systems. The United States Government (USG) does not own the complete AH-64 Sensors Technical Data Packages (TDPs) that establish the current and baseline AH-64 sensor configurations. The AH-64 sensors technical data packages are held by Lockheed Martin, CAGE Code 04939. CFSR support services will be provided at various US Army Installations located within the Contiguous/Continental United States (CONUS) and Outside the Contiguous/Continental United States (OCONUS) for new equipment/unit fielding, RESET facilities, repair depots and depot repairable analysis, unforeseen contingencies, contingency theaters of operation, surge requirements and individual unit requirements. The CFSR support contract will also include surge provisions to position the USG to nimbly respond to any emerging world-wide contingencies. These provisions will enable the Government to increase CFSR support as required on a monthly basis if currently unknown requirements materialize. Pricing for the surge provisions will be at a negotiated- fixed monthly rate (man-months). These surge requirements will be met by awarding task orders based on the number of months of CFSR support required. The increased surge support is included in the estimated total contract value. The United States Government (USG) projects contract award in June 2020. The Period of Performance is anticipated to be 60 months from date of contract award, unless extended per Federal Acquisition Regulation (FAR) Clause 52.217-8, entitled Option to Extend Services for a total potential period of performance of 66 months. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and will be adjusted dependent upon the release of the solicitation; however, the solicitation will not close prior to the closing date stated above. Contract is estimated to be awarded no later than 30 June 2020.
