Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.��This announcement constitutes the only solicitation; quotes (offers) are being requested and a written solicitation will not be issued.� �Solicitation number 6923G520Q0047 is issued as a request for quote (RFQ).� The solicitation document and incorporated provisions and clauses accompanying this solicitation are those in effect through Federal Acquisition Circular (FAC) 2020-03. This is a total small business set aside. �The applicable NAICS code is 561320, the product service code is R499, and the size standard is $30 million. Descriptions of Requirement: The St. Seaway Development Corporation (SLSDC) requires the services of one (1) crane operator for the winter maintenance period.� The services shall start on or about December 23rd, 2019 and be required through on or about March 15th, 2020. �Services will be required into the month of March 2020, and the end of the service date may change. SLSDC will make every effort to give the contractor two weeks� notice regarding termination of services. The operator assigned to perform this work will be operating Government-owned cranes and other heavy equipment.� The Government will be �held harmless� for any claim �All work will be performed at Corporation property, located in Massena, NY.� The contractor will report every duty day to SLSDC Maintenance Base, 251 Fregoe Road, Massena, NY 13662.� The contractor will then be dispatched to Corporation facilities based on the requirements for the work day. The crane operator will follow the 5/4/9 work schedule, as described within this solicitation. Offerors submittals shall include: Proof of a New York State Class �A� Crane License and a minimum of a New York State Class �B� Driver�s license is required to perform this work.� Operators assigned to perform this work shall submit documentation supporting these requirements. If the offeror cannot identify the individual(s) who will perform this work before proposals are due, they must provide a statement acknowledging the documentation will be provided before any formal award is offered by SLSDC. � At least one (1) references for work with similar requirements shall be provided and shall include point of contact information (i.e. names, addresses and telephone numbers). A statement demonstrating that the proposed operator(s) shall be able to respond to mission critical overtime requirements within 90 minutes.� (If the operator is offered overtime and accepts, he/she must be able to be on the job site within 90 minutes). � A completed bid schedule for price analysis.� (Complete block 11 on the Request for Quotation). � After notification of award, the contractor will supply SLSDC with proof of appropriate insurance and worker�s compensation. Clarification of the 5/4/9 work schedule: During the first week of a two week pay period, SLSDC personnel work Monday through Thursday, 6:30 am to 4:00 pm. (A 9-hour day). On Friday of that week, employees work from 6:30 am through 3:00 pm. (An 8-hour day). The ensuing week, employees work Monday through Thursday, 6:30 AM through 4:00 PM, and then have Friday off.� This creates a 3-day weekend for employees every two weeks.� A half hour unpaid lunch break is observed during every work day. Straight time rates will be paid during the regular work hours listed above.� Overtime rates will be paid if the operator is asked and agrees to stay beyond the regularly schedule work hours.� Overtime rates will be observed if the operator is asked and agrees work on any regularly scheduled day off.� Sunday/Federal Holiday rates will be paid as applicable. Evaluation of Offers: � SLSDC intends to award to the offeror whose proposal demonstrates the capability to accomplish this work (by evaluating prior references/past performance and licenses) and offers the lowest hourly rates for regular, overtime and Sunday/Holiday pay. The Government intends to award a Firm, Fixed Price Labor Hours Contract. The contractor will only be paid for work that is completed and approved by SLSDC. �SLSDC intends to make the award without holding discussions with offerors.� Award will be made to a responsible offeror based on the LPTA source selection process. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Provision 52.252-2, Clauses Incorporated by Reference applies to this procurement. Offerors are required to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer if they have not completed their certifications and representations on the System for Award Management (SAM) website at www.sam.gov.� The offers must have an active SAM registration to be considered eligible for award. Statement of Equivalent Rates for Federal Hires (May 2014) In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of�5 U.S.C.5341�or�5 332.
