- N00164-20-R-B001� SOLE SOURCE - SYSTEM ENGINEERING AND TECHNICAL ASSISTANCE (SETA) SUPPORT SERVICES FOR IWS 5.0 - PSC R408 � NAICS 541330 Anticipated Issue Date 01 February 2020 - Anticipated Closing Date 04 March 2020 Time 14:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a maximum six (6) month period of performance with CGI Federal, Inc., 12601 Fair Lakes Circle Fairfax, VA 22033-4706. In accordance with the statement of work, tasks include SETA Program Management, Systems Engineering, Cost Analysis, Technical Support, Training, and Advisory Services, Test and Evaluation, and Technology Refresh/Technology Insertion (TR/TI). This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in SETA support services. Any interruption in the SETA support services for IWS 5.0 would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and long-term costs to the taxpayer. CGI Federal, Inc. is the only vendor capable of continuing to provide the Navy uninterrupted SETA support services. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
