Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Labkey Corporation, Seattle WA, to procure Labkey Server Premium Editions Software Renewal. The period of performance is 01/01/2020-12/31/2022. Laboratory of Immunology (LI) investigates the basic genetics, molecular biology, cell biology, and cellular immunology of the immune system. Current investigations include autoimmune disease pathogenesis, vaccine strategies, lymphocyte development, T- and B-cell receptor gene rearrangement, MHC molecule structure and function, antigen processing, T-cell and cytokine receptor signaling, apoptotic cell death, and regulation and activity of cytokines.???? Labkey has an eight-year history of utilization between various research project/laboratories and collaborators. This program is embedded within the various laboratory protocols, security, and programs. To change software systems/protocols would be divesting, not only to the collection and analyze of data, but between various research institutes that utilize this system. Place of performance is Gaithersburg, MD. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-1995281a) to Skye Duffner at skye.duffner@nih.gov �by 3:00 pm eastern standard time, December 23, 2019.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
