- The Defense Information Systems Agency (DISA) is looking to provide a message delivery service, an online mechanism via an application program interface (API), to deliver a pre-generated message on end user�s mobile device via Text in a secure and reliable fashion to a variety of classes of its designated core partners. Some of the applications and technologies deployed require an SMS (Short Message Service) broker to provide SMS gateway services between DISA and cellular service providers (carriers), and to secure carrier approval, provisioning, and certification. DISA Messaging as a Service (MaaS) is a mobile alerting service designed to bring critical data and automatic alerts directly to cell phones and mobile devices. The target audience for this service include both civilian and service members located throughout all global Department of Defense (DoD) locations. DISA�s goal is to provide a tool that delivers SMS messaging to the DoD community, anytime, anywhere. MaaS will provide DISA and DoD designated messages in an interactive, user driven, real-time alerting service on an IBM Mainframe environment. Users specify interest areas for types of message and/or alerts desired. MaaS will have the ability to embed short hyperlinks in text message alerts to generate a brief but powerful message. The MaaS solution will support other governmental agencies who have signed inter-agency agreements with DISA. The solution will also support non-production systems such as, but not limited to, developer sandboxes, experiments, prototypes, and pilots.
