Description
This Request for Information (RFI) outlines a tentative requirement to provide the Defense Advanced Research Projects Agency (DARPA) Small Business Program Office (SBPO) comprehensive program support services as further defined in the attached work statement.� DARPA SBPO seeks information for the administrative and financial support, project management, small business outreach and conference support, web page development/webmaster support, SharePoint & records management and transition services outlined in Attachment 1 (SBPO Services Summary). As part of its market research, the Government is issuing this RFI to determine if an adequate number of capable Small Businesses exists to facilitate a competitive acquisition. The Government may use the responses to this RFI for information and planning purposes. The attached work statement describes the currently contemplated scope of services and may vary from the work scope in a final PWS included in any resultant solicitation. A single contract is anticipated to be awarded to a firm with a period of performance starting in April 2020. The contract will include a 12-month base period and four (4), 12-month option periods. All work contemplated under this contract will be performed on the Government site in Arlington, VA. This RFI is only for the purpose of identifying potential sources as part of market research. No Request for Proposal (RFP) exists; therefore, please do not request a copy of an RFP. The responses to this RFI are not proposals/quotes on which Government can issue any contracts. This RFI is issued for information and planning purposes only and does not itself constitute a RFP. All information received in response to this RFI marked �Proprietary� will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned.� Responders are solely responsible for all expenses associated with responding to this RFI. The Government will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any costs incurred by industry responses to this RFI. �To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541618 - Other Management Consulting Services or other related NAICS code. Responses are requested from all small business types. The Government will analyze all responses to determine if a pool of qualified small business firms is sufficient for a set-aside competition restricted to small businesses. If there are not enough qualified small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competition. Submission Requirements There is a maximum page limitation of four (4) typed pages using 12 inch Times New Roman font within an 8.5 x 11 inches page size. Cover letters and extraneous materials (brochures, general capabilities statements, etc.) will not be read. Interested firms should submit their response to include the following (in this order): Complete business name, including Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code Contact information (POC�s name and title, address, telephone, email) Business size and classification (e.g., Small, SBA Certified 8(a), HUBZone, Service-Disabled Veteran-Owned) under NAICS code 541519 and any other related NAICS code. List of GSA Schedules and/or other Multiple Award contract vehicles (if any) that interested party has been awarded and can be utilized for this requirement Technical capability Evidence of successful experience performing work as described in the SBPO Services Summary (Attachment 1) within the past five years.� Specifically, experience administering Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) and other socio-economic set-aside programs with Federal Government Agencies. � Any government contract examples must should include contract numbers, project titles, dollar amounts, periods of performance, and Government POCs (telephone and/or email). � Feedback on the following as the Government develops its requirement: What do you advise is the most appropriate contract type for the entire requirement, or various portions of the requirement, and why? If your firm cannot fulfill all of the requirements on its own, do you have a teaming partner identified?� If so, what firm(s)? What additional information would you need from the Government to be able to provide an accurate proposal? Identification of any potential Organizational Conflicts of Interest (To be included in contract: �Due to the contractor�s unrestricted access to the Agency�s data, the contractor and any subcontractors shall be ineligible to participate in ANY capacity in any other DARPA procurements, with the exception of those in support of the DARPA Mission Services Office, without the submission and Government approval of a detailed OCI mitigation plan so as not to provide the contractor an unfair competitive advantage on future DARPA procurements.�) Probability (high, medium, or low) of submitting a proposal for a requirement derived from Attachment 1 Capability regarding a TOP SECRET facility clearance granted by DoD Defense Security Service. Due Date to submit a response to this Sources Sought Notice is 3 January, 2020, before 2:00 PM Eastern Time via email (Subject Line: SBPO Services RFI Response � [Company Name]) to Mr. Reginald Solomon, Contracting Officer, at reginald.solomon@darpa.mil. No hard copy or facsimile submissions will be accepted. Questions concerning submissions should be in writing and directed to the above point of contact. No phone calls will be accepted. Respondents are advised that DARPA is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this notice. Responses to this notice do not bind DARPA to any further actions, to include directly requesting proposals from organizations responding to this notice. Submissions may be reviewed by the Government (DARPA and partners) and Scientific Engineering and Technical Assistance (SETA) contractors. All personnel with access to the submissions will be covered by a legally?binding non?disclosure agreement. NO CLASSIFIED INFORMATION SHALL BE INCLUDED IN ANY RESPONSES TO THIS NOTICE.
