- THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for storage for government owned vessels, engines, and trailers identified below for 351st Special Warfare Training Squadron (SWTS) from 1 Jan 20 - 31 Dec 20 (Base + one 6-month option period). The contractor must be within 25 miles of Patrick AFB, FL to minimize commute times and ensure timely access to all equipment and shall furnish all personnel to accomplish work required by this contract. The contractor must have the ability to dry store boats for proper storage, and have access to a water dock for launch/retrieval and immediate use. Salient Characteristics to meet Mission Partner requirement: Provide storage for the following: two (2) Impact 1000IM boats, two (2) Aluminum Chambered Boats (ACB�s), four (4) boat trailers, and eight (8) outboard maritime engines. 1. The contractor must be within 25 miles of Patrick AFB, FL to minimize commute times, ensure timely access to all equipment, reduce transportation costs (both fuel and mileage on trailers), and to reduce additional TDY days required for set-up/reconstitution. 2. The contractor shall furnish the personnel to accomplish the work required by this contract. 3. The facility shall be capable of storing vessels 25'-40' in length, and 20' in height. 4. The facility that the vessels will be stored in shall be enclosed and wind-rated to sustain 150 MPH wind load. 5. The facility shall have alarm system capability 24-hours a day, 7 days a week. 6. The facility shall provide fire protection of all government-owned vessels and engines. 7. The facility shall provide a waterfront dock accessible for launch and retrieval of government vessels. This is a Sole Source acquisition to Bluepoints International Fisheries IAW FAR 6.302-1. In accordance with FAR 5.207(c)(15), Bluepoints International Fisheries, Inc. is the only source capable of fulfilling the government�s requirement. A sources sought was posted to FBO from 26 Nov 19 through 06 Dec 19; only one vendor conveyed interest and the subject vendor did not meet the salient characteristics of the requirement. Per market research data, the only vendor capable of meeting the Government�s requirement was Blue point International Fisheries, Inc. Recent market research reports, as well as vendor lists, indicated that no other vendors could meet the Government�s requirement for boat storage. The attached Sole Source Justification has been made available for review. No solicitation documents exist at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 713930, size standard: $8.0M. IAW FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/PKB has determined that Bluepoints International Fisheries is the only source capable of providing this requirement.
