- The National Institutes of Health (NIH), The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement to purchase the services of Saleem Jahangeer. This requirement is being satisfied for the government by other than full and open competition under the authority of FAR Part 13 Simplified Acquisitions.� The contractor must function independently in these major areas: (1) researching and developing sample-preparation technologies; and (2) providing written and verbal instruction/training to others on said protocols, in general and as they relate to specific research projects.� The broad objectives for these major areas are set by the ALMIAC Director; however, the contractor researches, plans, and conducts the projects according to his/her expertise with an expectation for independence and high-quality service.� Award will be made to the contractor providing the most advantageous quote to the government, technical factors and cost/price considered.� The technical factors are as follows: The contractor will be evaluated on their capability to provide the required services as stated on the solicitation.� Technical factors outweigh cost. Vendors may identify in writing their interest and capability in response to this requirement or submit a proposal.� This notice of intent is not a request for competitive proposals.� However, all responses received before the closing date of this announcement�will be considered by the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency.
