Description
This announcement constitutes a Sources Sought Synopsis and is for information purposes only. This is not a request for quote (RFQ) nor a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the facility, experience, technical level of expertise, administration, and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation�s overall procurement strategy. The scope of this requirement is for the delivery of both �Unleaded Gasoline� and �Low Sulphur Diesel� fuels for use in the motor vehicles, equipment and machines located at the New Melones Administration Facilities. The intent is to award a Firm Fixed Price contract with a Base and 4 Option Years. Performance Period: The period of performance covered under this contract is estimated to be from March 1, 2020 through February 28, 2025. The applicable NAICS code is 324110 � Petroleum Refineries. The small business size standard under this NAICS code is 1,500 employees. Interested contractors may submit capability statements that include the following information: 1. Company name, address, DUNS number, and point of contact name and email address. 2. Business size and classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.). 3. Information that would demonstrate that your business has the capability and resources to meet the contract tasks as described above. 4. Recent and relevant past performance on similar work and indicate how your firm is capable of performing these services. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest. 5. Your intent to submit a quote if a solicitation is issued. Capability statements are to be received no later than 12:00 PM PST on Thursday, December 26, 2019. All responses to this Sources Sought notice shall be forwarded to Matt Dawson, Contract Specialist, via email at mdawson@usbr.gov. If it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on the Federal Business Opportunities website at www.fedbizopps.gov.
