- Notice of Intent to Award a Sole Source Procurement Title:� Virtual Clearance Training Suite (VCTS) Army Central (ARCENT)-Kuwait Classification Code: �6920-Armament Training Devices NAICS Code: �333318 Brief Summary: �Market Research is being conducted to verify that no other sources can meet the requirement for the procurement of a Virtual Clearance Training Suite (VCTS) for the Army Central (ARCENT) - Kuwait. Interested sources are invited to submit their capabilities statement by the closing date of this notice to the Points of Contact (POC) listed below. Responses shall provide a description of the offeror's ability to meet the VCTS-ARCENT effort description, acquisition approach, and delivery schedule, together with a Rough Order of Magnitude (ROM) estimate for the requirement on a Firm Fixed Price (FFP) basis. Acquisition Description: �The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Virtual Training Systems (PM VTS) has a requirement for the design, development, production, integration, testing, management, documentation, delivery, and installation of a VCTS, in support of ARCENT-Kuwait, in accordance with the attached Statement of Work and System Requirements Document. FAAC Incorporated has been the sole source, prime contractor for the VCTS program, competitively award on 6 May 2011, and for all subsequent upgrades and improvements to the VCTS and its derivatives. The Government intends to issue a sole source Firm Fixed Price contract to FAAC. This action will be executed on a sole source basis In Accordance With (IAW) 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A), only one responsible source and no other supplies or services will satisfy agency requirements where (A) substantial duplication of cost to the Government that is not expected to be recovered through competition. Award is expected during FY20 for the procurement and delivery of one each VCTS to ARCENT- Kuwait. The VCTS is part of the Live-Virtual-Constructive training strategy. The VCTS shall assist in the training of clearance company vehicle crews and shall include the capabilities of any program of record appended subsystem associated with the vehicles during institutional and unit sustainment training. The VCTS shall also assist in the training of individual and/or collective tasks up to the platoon level. The VCTS shall enable training in critical operator or crew tasks that can be repetitively trained in a simulator. Acquisition Approach: �The Government anticipates this requirement will be fulfilled via a FFP contract to FAAC Incorporated, executed on a sole source basis IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A), only one responsible source and no other supplies or services will satisfy agency requirements where (A) substantial duplication of cost to the Government that is not expected to be recovered through competition Responses Requested: �Contractors desiring to be considered for this opportunity are requested to respond by the closing date above to the Contract Specialist listed below.
