- The U.S. Department of Education (Department) anticipates the release of the 2020 Small Business Innovation Research (SBIR) Program Phase II Special Topic solicitation on or about January 15, 2020.� The purpose of the SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small businesses in meeting the Department research/research and development (R/R&D) needs, increase the commercial potential of the Department-supported research results, and improve the return on investment from Federally-funded research for economic and social benefits to the Nation. The Department invites eligible small business firms who received a 2019 Phase I award from the Department�s SBIR program to submit a 2020 Phase II proposal under this program solicitation.� This solicitation is for proposals to fully develop a prototype of a �return on investment� (ROI) tool to measure the estimated ROI of different education programs and career pathways. The ROI tool will improve and inform job- and cost-informed post-secondary decision-making of students from traditional and non-traditional backgrounds.� Phase II is to expand on the results of and to further pursue the development of Phase I projects.� Phase II is the principal R/R&D effort.� It requires a more comprehensive plan that outlines the effort in detail and describes the commercial potential of the product or tool.� Awards are for periods up to two (2) years in amounts up to $900,000. This notice is not a request for proposals.� Interested parties should continue to monitor this posting for updates.
