Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a firm-fixed-price (FFP) type of contract as a result of this notice for a project titled �Wind Tunnel Experiments for Offshore Oil and Gas Platform and Drilling Rig Downwash (NSL GM-19-02)�. There are no set aside restrictions. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov before submitting a proposal in order to receive Federal Government awards. The applicable NAICS Code is 541620, Environmental Consulting Services. The period of performance of the resultant contract is expected to be 24 months from the date of award. BOEM perceives a need for a comprehensive study to improve overwater dispersion modeling for both short and long-range transports to fulfill its regulatory mandate under the OCS Lands Act. BOEM is coordinating this effort with United States Environmental Protection Agency (USEPA) that certifies dispersion models. The study will obtain information immediately downwind of the platform and mobile offshore drilling rigs (MODUs) where downwash has an effect on plume dispersion. The results will be used to improve the American Meteorological Society/Environmental Protection Agency Regulatory Model Improvement Committee�s Dispersion Model (AERMOD) for overwater use. The BOEM will use the AERMOD model for both pre-lease and post-lease NEPA analysis of emissions impacts to the shoreline. The objective of this study is to conduct the wind tunnel experiments to characterize downwash on several types of offshore structures, oil platform and mobile offshore drilling rig (MODU) during varying conditions. The goal is to obtain information on downwash that will be used to improve air quality modeling. This effort is part of BOEM�s longer term goal to replace the OCD model with AERMOD. The information obtained from the wind tunnel measurements will add to understanding the atmospheric process, characterizing the structure of the atmospheric boundary layer for air quality modeling and model validation.
