- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018920QZ054. The proposed contract action is for commercial SERVICES. The NAICS code is 711320 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-01 and DFARS Change Notice20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far https://www.acquisition.gov/dfars The NAVSUP FLC Norfolk Philadelphia Office intends to solicit AutoZone Liberty Bowl Festival Association (CAGE: 7ZXQ5) on a sole source basis. The proposed acquisition is Sponsorship/ Advertising Services. This action will result in a Firm Fixed price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, AutoZone Liberty Bowl Festival Association, IAW FAR 13.106(b)(1). Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than AutoZone Liberty Bowl Festival Association. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Delivery information: Delivery POC: [Government point of contact to be determined prior to award.] The Requirements Statement is as follows (Section B): The Contractor shall provide NRC the following services in relation to the 2019 AutoZone Liberty Bowl Football Classic Game on 31 December 2019 at Liberty Bowl Memorial Stadium Memphis, TN: �In-stadium signage � � One :30 Video Board spot to be played one time during the duration of the game � Four digital billboards (one per quarter) during the game, � Two instant replays featuring the U.S. Navy logo �On site display space activation �Print (full page 4C) � � One full page color message in the commemorative bowl game program � Logo placement on two thousand promotional posters � Logo placement on the Partner�s page in the commemorative game day program �Website � � Logo placement on the Partner�s page of the AutoZone Liberty Bowl website, with a direct link to the U.S. Navy website Clauses and Provisions The following provision and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition. - 52.212-4, Contract Terms and Conditions -- Commercial Items - 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items Quoters are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications � Commercial Items. This solicitation will be open from 18 December 2019 until close of business (COB) 19 December 2019. Additional contract requirements and terms and conditions determined by the contracting officer to be necessary for this acquisition are provided in the attached documentation. In Accordance With (IAW) DoD Instruction 1304.35 Military Marketing, Military Departments may not pay, as part of an agreement, for activities to honor Service members. Such activities include but are not limited to paid ceremonies, such as playing of the National Anthem and color guard demonstrations; enlistment; reenlistment (swear-in) ceremonies; or other Service member recognition programs.
