- AMENDMENT #4: The purpose of this amendment is to clarify requirements for offerors without NICRAs. Please see Section L.9.5 of the revised solicitation for further details. This supercedes all other guidance. The remainder of the solicitation is unchanged. Please note:�No additional questions will be accepted or answered. The solicitation is final. The submission deadline is�Wednesday, January 8, 2019 at 12:00 pm Eastern Time.� ********** AMENDMENT #3: The purpose of this Amendment is to: 1) Provide responses to remaining offeror questions regarding all sections of the solicitation; 2) Clarify�and update�some responses provided with Amendment #2; and 3) Provide an updated solicitation and Labor Rate Matrix (Attachment B).� Please note:�No additional questions will be accepted or answered. The submission deadline of Wednesday, January 8, 2019 at 12:00 pm Eastern Time remains unchanged. ********** AMENDMENT #2:� The purpose of this amendment�is to: 1) Provide responses to offeror questions regarding all sections of the solicitation; and 2) Provide an updated solicitation and Excel version of the Labor Rate Matrix (Attachment B). USAID�s�guidance is written in red. Please note the following: No additional questions regarding past performance will be accepted or answered. The due date for Past Performance Information remains unchanged: Friday, December 13,�2019, 12:00 pm Eastern Time. If Past Performance Information is not submitted by the due date and time listed above, the�offeror�s proposal will not be�considered for evaluation. Please see the attachment for further details. ********** AMENDMENT #1:� The purpose of this amendment is to: 1) Change the due date of Volume 1: Past Performance Information from December 6, 2019, 12:00 p.m. Eastern Time to December 13, 2019, 12:00 p.m. Eastern Time; 2) Change the due date of Volume 2: Technical Proposal and Volume 3: Cost/Price Proposal from December 13, 2019, 12:00 p.m. Eastern Time to January 8, 2020, 12:00 p.m. Eastern Time; 3) Provide an SF-33 for the solicitation; 4) Change the size standard for NAICS code 541990 from $15M to $16.M, per SBA guidance dated August 19, 2019; and 5) Provide responses to offeror questions regarding past performance. ********** The United States Agency for International Development (USAID) is seeking proposals to provide monitoring, evaluation and learning services in order to promote evidence-based decision making for adaptive management across USAID. The services under these awards require skills in monitoring, evaluation research design (including qualitative methods, quantitative impact evaluation methods, experimental and quasi-experimental design), data collection, analysis, and synthesis, report writing, and planning for USAID�s Office of Policy, Planning and Learning, Office of Learning, Evaluation, and Research (USAID/PPL/LER) as described in the Request for Proposals (RFP). USAID anticipates awarding up to fifteen (15), 7-year Indefinite Delivery, Indefinite Quantity Contracts (IDIQ) with a 5-year ordering period to small businesses. The NAICS Code for this award is 541990 � All Other Professional, Scientific, and Technical Services.�
