- * AMENDMENT 3 issued to address a clarification in the transition period (noted as a 30 day transition rather than a 14 day transition) and remove clauses 52.228-1 and 52.228-16 regarding bid gaurantee and performance and payments bonds which are NOT required for this procurement. All other terms and conditions remain unchanged. * This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This is an 8(a) Small Business Set Aside. The solicitation number is W912PM19T0054, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561210 with a small business size standard of $38.5M.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-01. Description of Requirement:� The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to provide Operation and Maintenance services at the W. Kerr Scott Dam & Reservoir in Wilkesboro, NC. Evaluation of Award:� The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is determined to offer the best value using a trade-off evaluation approach. Information for Evaluation:� The Government intends to evaluate offers and award a contract without discussions. Therefore, the Offeror�s initial offer should contain their best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.� See solicitation provision 5.212-2. This solicitation shall be evaluated by awarding to the proposal determined to offer the best value using a trade-off evaluation approach. Proposals will be evaluated using informal source selection procedures. Estimated Performance Period: 1 January 2020 (or date of award) � 31 October 2020 � Base Period* 1 November 2020 � 31 October 2021 � Option Year 1 1 November 2021 � 31 October 2022 � Option Year 2 1 November 2022 � 31 October 2023 � Option Year 3 1 November 2023 � 31 October 2024 � Option Year 4 *Period of performance follows the peak and off-peak months in accordance with the technical provisions where peak months run from April through October and off-peak months run from November through March of the following year. Bid schedule separate�s months out for each year due to the change in level-of-effort for peak versus off-peak months.* Service Contract Act Wage Determinations for Wilkes County Apply. See solicitation for specific determination numbers. The Offeror is responsible for referring to the above wage decisions and applying them as applicable.� The Government will attach the latest versions to the contract upon award. This will be a firm-fixed-price contract action. FAILURE TO ADEQUATELY FULFILL THE SUBMISSION REQUIREMENTS, AS FURTHER DESCRIBED IN THE ATTACHED SCOPE OF WORK, WILL RESULT IN YOUR OFFER BEING REMOVED FROM CONTENTION. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically through email to alicia.g.evans@usace.army.mil and to karri.l.mares@usace.army.mil. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. Offerors shall submit the quotes electronically via email to alicia.g.evans@usace.army.mil and to karri.l.mares@usace.army.mil.� No other submission to a site or email outside of the two established will be accepted. (Eastern Time) Title of Project: Operation and Maintenance services at the W. Kerr Scott Dam & Reservoir in Wilkesboro, NC. Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the upload completion / delivery time & date recorded within the electronic email inboxes. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded and sent minutes before the deadline but the upload doesn�t complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the email sent and receipt confirmations for their record.
