- The United States of America, acting by and through the Secretary of the Air Force (the �Government�), is seeking to lease administrative office space (�Leased Space�) in support of 189 personnel within a 10-mile radius of Hanscom Air Force Base (�HAFB�) in Lexington, Massachusetts, with a minimum space requirement of 29,997 usable square feet and up to a maximum space of 32,997 usable square feet.� The Government will only consider Leased Space located in an existing building. A complete buildout is desired by 30 April 2020, but required by 15 May 2020.� The Lease (defined in attached documents) will have an initial term of one (1) year followed by four (4) consecutive renewal options of one (1) year each. Q&A RESPONSE-12/18/19: Concerns were raised regarding the 1 year base year and 4 one-year options. The Government provides the following response: Currently GSA has thousands of properties on contract with most of those on contract for 10+ years.� Our solicitation states our pending contract would be signed by AFCEC with a base year and four 1-year option periods.� GSA is planning on taking�over the AFCEC contract during that 5-year period and making�it a long-term contract with the to-be-selected Property Manager/Owners.� The Air Force has been given authorization to execute this lease under these parameters to expedite the process because GSA could not meet our deadline in 2020.� GSA is the nation's largest public real estate organization and leases space on behalf of the U.S. Government in diverse locations when leasing is the best solution for meeting federal space needs.� There have been other Property Managers/Owners that have signed contracts with the same 1-year termination right (base year + options).� While we are not authorized to release the Property Managers/Owners information, we can release the zip code and lat/long of the location, as they are available to the public at October 2019 External Inventory (https://www.gsa.gov/cdnstatic/Real_Estate_Acquisitions/October_2019_External_Inventory.xlsx).�� As a reminder, all tenant improvements will be paid prior to move-in, no multi-year recoupment of investment on the builder�s behalf will be needed.
