- Page 3 of 3 Network Contracting Office 6 intends to release a Solicitation for Construction Services for the Renovation & Expansion of Operating Rooms Project at the Charles George VA Medical Center in Asheville, NC. The work to be performed under this Contract shall be for construction services for the renovation of the exisiting Operating Room Suite and a physical expansion of the OR Suite at the Asheville VA Medical Center in Ashville, North Carolina. The Contractor shall be responsible for the renovation of the existing five (5) operating rooms within the second-floor surgery suite in Building 47 approximately 5,000 SF of existing space to be renovated within the current surgery suite. This work shall also include the construction of approximately 8,000 SF of new space to be built out onto the adjacent 1st floor roof and Once completed, (5) newly expanded OR s and (2) new OR s will occupy approximately 13,000 SF footprint in total. The Contractor shall manage and perform construction period services as further defined in this Contract to include, but not limited to, permitting, demolition, construction, construction management, submittals, fixtures and equipment, scheduling, inspection and testing, environmental protection, alterations of existing construction, necessary removal of existing structures and strengthening of existing structural construction, mechanical, electrical, plumbing, fire protection, hazardous material removal, relocation of hospital equipment, utility systems, Systems integration and expansion of existing OR Systems, Commissioning, recording of (As-Built) drawings, and project closeout. A Pre-Proposal Site Visit is tentatively projected for 23 Jan 2020 at 1:30-6:00PM EST and Potential Offerors are required to RSVP by NLT COB 12:00PM ET 18 Jan 2020 via email to keith.hunter@va.gov. It is the responsibility of the Potential Offerors to confirm receipt of RSVP. It is the responsibility of the Potential Offerors to bring all necessary personnel, inclusive of subcontractors, tooling and materials necessary to the Pre-Proposal Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or proposal preparation. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million dollars. The approximate solicitation issue date will be 13 Jan 2020 with an approximate response date of 27 Feb 2020. IAW VAAR 836.204, the estimated magnitude of this project is between $10,000,000.00 and $20,000,000.00. The solicitation will be issued on a restricted basis and will be 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. However, should this pre-solicitation notice fail to provide adequate socio-economic interest to merit the continued reservation of the socioeconomic set-aside, the projected site visit may be cancelled. To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: https://www.vip.vetbiz.va.gov/. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. Potential Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award.
