Description
This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� The solicitation number W913E520Q0004 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument, which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement to procure one (1) airborne remote sensing system. The system is vital for ongoing aerial, terrestrial, and vehicle mounted research activities.� The sensing system shall be brand name to the Resonon Pika L Airborne Remote Sensing System. The system must be fully integrated plug-and-play with all the hardware and software necessary to acquire, calibrate, post process, analyze, and georectify hyperspectral remote sensing data including the following brand name items: One (1) Resonon Pika L Hyperspectral Imaging Camera (p/n 10- 10001) One (1) Lens VNIR (p/n 10-10215) � 17mm � fixed focus, for airborne system One (1) Lens VNIR (p/n 10-10216) � 23mm � adjustable focus, for outdoor system Two (2) Radiometric Calibration, per lens (p/n SVN1-10000) One (1) Airborne System Control Unit (p/n 10-10228) One (1) SBG Ellipse N GPS w/Antenna (p/n 10-10232) One (1) Georectification Software & License (p/n 10-10226) One (1) 3.0 Calibration Tarp w/Stakes (10-10211) One (1) UAV Gimbal Caddy (10-10237) One (1) Airborne System Travel Case (10-10293) One (1) Rotational Scanning System (18-10402) One (1) Spectronon Pro Software (p/n 10-10277) � Preloaded on Ruggedized Laptop Computer One (1) Outdoor System Travel Case (p/n 10-10270) � The Resonon Pika L Airborne Remote Sensing System provides a fully integrated hyperspectral imaging solution that satisfies both the critical specifications and form factor necessary to deploy on existing CRREL UAS assets. Other sensor systems identified by market research are unsuitable in one or more aspects. Similar products from competitors do not offer the combination of technical specifications and form factor necessary to collect high quality, relevant data from existing CRELL owned UAS assets. The Resonon Pika L Airborne Remote Sensing System requires minimal integration effort, appropriate packaging, and included software and analysis tools. Unlike other systems, Resonon does not use any third-party software packages, which enables their technical staff to directly answer any customer service questions and process requests quickly. Furthermore, the included software is the only hyperspectral control software that accepts user-written plug-ins. In addition to aerial operation, the Resonon Pika L can be used in fixed terrestrial applications with the inclusion of a motorized tripod accessory, and will also work on a fixed vehicle mounts. Please reference the attached RFQ for applicable provisions and clauses.� The following factors shall be used to evaluate offers: ability to meet the required brand name requirements, technical specifications, price and delivery schedule.
