This is a sources sought notice used for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Response to this Sources Sought notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought is restricted to Small Businesses only. The NAICS code for this action is 541370 � Surveying and Mapping (except Geophysical) Services: This industry comprises establishments primarily engaged in performing surveying and mapping services of the surface of the earth, including the sea floor. These services may include surveying and mapping of areas above or below the surface of the earth, such as the creation of view easements or segregating rights in parcels of land by creating underground utility easements. SCOPE OF WORK The U.S. Army Corps of Engineers has the mission to provide Temporary Roof Repairs also known as Blue Roof, to damaged dwellings in disaster response and recovery from a hurricane or other significant wind event. This requirement is for aerial roof measurement and analytic services in support of the Blue Roof program.� The overall purpose of this proposed work is to provide all labor, equipment, tools, vehicles, and material to provide roof measurement report in response to a significant weather event that causes extensive damage to dwellings. The Government is seeking qualified, experienced sources capable of performing the minimum requirements expressed in this notice. The purpose is to gain knowledge of interest, capabilities and qualifications of small businesses in the following minimum requirement areas:� 1. Roof Measurement Reports: Capability to produce a roof report containing the following information:������ 1) Right of Entry (ROE) number (this is provided by the government at time of request for report submission). 2) Mailing address 3) Latitude/longitude 4) Pictures of the individual roof in a pre-storm condition.� 5) Pictures of the individual roof in a post-storm condition that clearly portray any damage the roof �������������������may have sustained. 6) Total roof area (Square feet, accurate to within 100 square feet of the exact area) 7) Dominant pitch (slope of roof) 8) Overhead 2D outline of roof 9) Measurements of all segments of perimeter accurate to � foot 10) Notation on parts of roof with less than 2:12 pitch 2. Aerial Photography: The contractor shall have the capability to provide photographs with resolution high �����������enough to determine features 6 inches in size on homes impacted by natural disasters.� The Contractor shall ������������have the capability to provide �pre-storm� and �post-storm"" photographs of the household/structure identified ����������by the Government. The Government will identify post-storm aerial photography collection requirements by �����county or parish.� Initial collection priorities shall be the highest population density counties or parishes ��������impacted.� 3. Capacity.� The contractor shall have the capability to provide roof reports as needed by the government. Government missions have a potential for 10,000 � 30,000+ reports over a 30 day period.� The full extent ��������������of need will not be known until a temporary roofing mission is executed.� The contractor shall be capable of providing 1000 reports a day during peak mission execution.� The contractor shall be capable of delivering a �����������final roofing report within 24 hours of request from the Government.� The Government expects to begin asking ������for roofing reports within three to five days following a Mission Assignment from FEMA to execute a Temporary Roofing Mission.�� Small Businesses are reminded under FAR 52.219-14(C)(1), Limitations on Subcontracting (Services), at ����������least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern . Prior Government contract work is not required for submitting a response to this sources sought �synopsis.
