Description
The United States (U.S.) Department of Transportation (DOT), Federal Transit Administration (FTA), Office of Transit Safety and Oversight (TSO) has identified the need for contractor assistance in support of the FTA's mission in achieving the highest practical level of safety and oversight for all modes of transit. TSO administers a national transit safety program and monitors program compliance to ensure safe, reliable, and equitable transit service in accordance with FTA policy and regulatory requirements. The office implements and oversees safety standards for all modes of public transit in the U.S. �As part of FTA's regulation 49 Code of Federal Regulation (C.F.R) Part 655-Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations and the Office of the Secretary's Office of Drug and Alcohol Policy and Compliance (ODAPC) 49 C.F.R Part 40, Procedures for Transportation Workplace Drug and Alcohol Testing Programs, the FTA requires grantees to implement and maintain an effective drug and alcohol testing program. The rules require that employers conduct drug testing according to provisions of 49 C.F.R Part 40. Also, the rules require that the employer implement a testing program that the transit industry relies upon private vendor service agents to perform most of the urine collections. The Sources Sought/Request for Information (RFI) notice is an announcement seeking market research information on small businesses that believe they are capable of providing the services in the attached Statement of Work (SOW).� The capability package response for this Sources Sought/RFI is not expected to be a proposal, nor will any award be made, but rather specific, detailed information regarding the company�s existing experience in relation to the areas specified in the SOW for information and planning purposes only. �The Government will not accept simply submission of your firm�s standard brochure of capabilities as a response to this Sources Sought/RFI. The Government will not be responsible for any cost incurred by interested parties in responding to this request. ��A draft SOW is attached to this Sources Sought/RFI. As it relates to the Sources Sought/RFI, a capability statement must be submitted to address the following: 1) Does your firm have the relevant past performance within the last three years (include contract number, contract type, dollar value, point of contact (POC), and a brief description of the work performed)? 2) Corporate Experience � Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the SOW; and (3) Which labor categories did your firm utilize for this type of work under a contract awarded? Along with your capability statement package response, please include specific information that addresses your firm�s capabilities to provide services as described in the attached SOW that are considered relevant. If you have a GSA Schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract, please provide the associated number, name of GSA Schedule it is against, SINs, and labor categories you would use for such work in addition to providing a capability response to include addressing if and how they provide such services in the commercial market. Please provide your company�s name, POC, address, phone number, cage code and your business size under the North American Industry Classification System (NAICS) code along with your capability statement response.� Complete capability packages in response to this Sources Sought/RFI must be submitted electronically to Ms. Tonya Better, Contract Specialist at Tonya.Better@dot.gov with a copy to Mrs. Stephanie Cooke-Nwadibia, Senior Contracting Officer, via email at Stephanie.Cooke-Nwadibia@dot.gov by 4:00 pm Eastern Standard Time (EST) on December 31, 2019.� Please note that the Government will not be compiling a bidders list for this Sources Sought/RFI nor posting one.
