THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service whatsoever.� Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� This notice is part of Government market research, a continuous process for obtaining the latest information on the status of the industry.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� The information provided in this RFI is subject to change and is not binding on the Government.� If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The United States Army, Project Manager Distributed Common Ground System � Army is seeking information on the current state of technology for a future mobile intelligence ground station architecture to operate at Brigade, Division, Corps, and Field Army echelons, in vehicles and shelters organic to the formation. The future intelligence ground station system will be called the Tactical Intelligence Targeting Access Node (TITAN). TITAN is anticipated to replace the current Tactical-Intelligence Ground Station, Operational-Intelligence Ground Station, Advanced Miniaturized Data Acquisition System Dissemination Vehicle and Remote Ground Terminal.� A critical ground station capability is the ability to interface with, receive and process a variety of sensor data feeds.� The future ground station will need to consolidate and/or reduce the footprint of existing Radio Frequency (RF) receiving/transmitting equipment, computing solutions, and provide the ability to dynamically scale solutions based on the user and echelon needs. The future ground station will leverage content delivery network technology and distributed storage architectures to provide a seamless, cloud enabled Common Operating Picture in both cloud and on premise environments. ��A key focus will be providing a user friendly ability to receive sensor data and provide timely targetable data directly to the fires network as well as provide multi-discipline intelligence support to targeting, and Situational Awareness (SA)/Situational Understanding (SU) in support of mission command. Examples of current technologies that could support these needs include hyper-converged architecture solutions, integrated Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Modular Open Suite of Standards (CMOSS) solutions, service discovery architectures, cloud gateways, multi-link/multi-band RF antenna & transceivers, and artificial intelligence/machine learning algorithms.� Prior to completion of a production representative future ground station, the Army will require rapid delivery of an integrated future ground station space prototype.� This prototype will integrate existing software and unique hardware that provide access to commercial and national signals intelligence and geospatial intelligence data and services.� The prototype will demonstrate the ability to use commercial and national space capabilities to rapidly provide executable data to mission command consumers.� The government is interested in methodologies and relevant experience in rapidly integrating, testing and accrediting capabilities to support rapid fielding of similar technologies. The latest draft user requirements documentation (Concept of Employment (CONEMP) and Abbreviated Capability Development Document (A-CDD)) is available. To gain access to this information, interested businesses must provide to the below points of contacts its Commercial and Government Entity Code for assessment. Release of this information will only be granted to United Statement businesses with active registration in System for Award Management, and has no active exclusions. The Government is looking for questions and/or issues on the draft requirements documentation.�� Information on integrated system solution concepts will be requested in a follow on RFI.� Additionally, the Government is considering use of the either the Consortium for Command, Control and Communications in Cyberspace (C5) Other Transaction Authority (OTA) or the Defense Innovation Unit (DIU) OTA process for follow on ground station prototyping efforts.� The Government is considering requesting bid samples to be assessed as part of the up select process. These bid samples would be software and/or hardware that would demonstrate to the Government the vendors understanding of the TITAN requirements and their ability to provide key solutions.� The Government is looking industry feedback on potential bid sample options.�� �� Responders are requested to provide: Questions, concerns and recommendations regarding the draft A-CDD, to include addressing the technical feasibility of the requirements. Please complete the A-CDD feedback spreadsheet.� Questions, concerns and recommendations regarding the draft CONEMP documentation. Questions, concerns and recommendations regarding potential contractual vehicles (e.g. the use of the C5 OTA or DIU OTA process). � Recommendations for potential bid samples as part of the up select process.� For Government planning purposes only, provide initial solution cost and schedule rough order of magnitudes for the design and build of a TITAN prototype. **Partial (subsystem) rough order of magnitudes are acceptable. Responses must be submitted via e-mail to the identified POCs in this posting only. Electronic inputs are due no later than the date and�time specified in this posting.� Questions regarding this RFI may also be sent via email prior to the due date. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned. The Government will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, the Government reserves the right to contact any respondent to this notice for the sole purpose of enhancing understanding of the notice submission. All responses and material provided must be UNCLASSIFIED and will be treated as confidential. Company proprietary data will be reviewed by Government employees and authorized representatives only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
