Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with ASTM, West Conshohocken, PA to activate an enterprise-wide subscription to ASTM�s Complete Book of Standards + Digital Library.� This is a sole source inasmuch as ASTM owns and controls all of the intellectual proprietary rights associated with the content. A firm fixed-price purchase order will be issued on or about 9 Jan 2020 for a 1-yr. period and include (4) 1-yr. option periods.� No solicitation package will be issued.� This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement.� Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov.� The government will consider responses received by 5:00PM, EST, 3 Jan 2020.� Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.� No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 519130 and the size standard is 1000 employees.
