- The USGS, Western Mineral and Environmental Resource Science Center has a requirement for the renewal of the MOVE Software License Subscription and 2D Kinematic Modelling. The Government intends to award this requirement noncompetitively IAW FAR 12 and 13.106-1(b)(1) to Petroleum Experts of Houston, TX. Petroleum Experts is the publisher and sole distributor of the MOVE software. Petroleum Experts is the software publisher for the required update and reinstatement of the MOVE suite of geological software license and 2D Kinematic Modelling. Petroleum Experts is the only vendor that can provide consultancy and access for MOVE suite of geological software. MOVE is the only software package that offers users the full range of tools for geometrically constrained model building and kinematic analysis in 2D and 3D space. Petroleum Experts kinematic modelling tools help challenge assumptions, discriminate between alternative interpretations, and produce more accurate models. This software will serve as an upgrade to existing software that the USGS already owns. No other company is known to have the expertise or qualifications to provide these services. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
