- In accordance with FAR 6.302-1 Justification and Approval (J&A) authorized the use of other than full and open competition procedures for the Department of Defense (DoD) to increase the ceiling value and extend the ordering period for task orders against contract FA4600-14-D-0001, The National Target Base (NTB), National Desired Ground Zero (DGZ) List (NDL) Development System Version III (NIDS III), issued to Leidos Inc.� NIDS III provides the targeting application to the U.S. nuclear war planning system for the Targeting Integrated Product Team (IPT) at USSTRATCOM.� NIDS is involved with target selection support, target development and coding, target island construction, as well as Desired Ground Zero (DGZ) construction, optimization and coding.� The objectives of the NIDS III contract are to provide software engineering, hardware, integration, technical support, and training requirements of the ISPAN targeting function.� �NIDS is a subsystem of ISPAN, which supports assigned missions. NIDS III is a single-award indefinite delivery/indefinite quantity (IDIQ) contract which was awarded to Leidos Inc. on 1 Oct 2013 with a twelve-month base period and four (4) one-year options (through 30 Sept 2018), plus a six-month extension (31 March 2019) per FAR 52.217-8.� The IDIQ was awarded with a ceiling value of $35,883,761 and includes the capability to issue task orders for Firm Fixed Price, Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Cost Reimbursable line items.� The J&A authorized the use of other than full and open competition procedures to extend the ordering period 27 months through 30 Jun 2022.� In conjunction with the extended ordering period, the ceiling value increases by $16,000,000 from the current ceiling of $40,749,563.35 to a new ceiling of $56,749,563.35.
