Description
The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) intends to issue a Firm Fixed Price noncompetitive contract to Smiths Detection of Edgewood, MD for Preventative X-ray machine maintenance in Hawaii.����� This purchase will be under the statutory authority permitting Other than Full and Open Competition� 41 U.S.C. 253( c )(1) FAR 6.302-1 which states; The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency. � SOW (general overview) The U.S. Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) has a number of X-ray machines in Hawaii used to inspect airline passengers� baggage as they travel to the U.S. mainland.� The machines are either Heimann 100100 series for check-in luggage or Heimann 6040 series for hand-carried items.� It is critical that the machines remain in optimal working condition to carry out PPQ�s mission �preventing agricultural pests and diseases found in Hawaii from reaching the U.S. mainland.� They are in the following locations:� Honolulu, Hilo, Kailua-Kona, Lihue, Kahului, Lahaina, Lanai City. The contractor shall respond to and be onsite for repair requests within 24 hours of notification for the machines located at the Honolulu International Airport.� For the machines located in Kauai, Maui, Lanai, and the Island of Hawaii, the contractor shall be onsite within 36 hours of notification.� Performance for repairs may be required outside of Government regular working hours and on weekends. � This notice of intent is NOT a request for proposals or competitive quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government. However; interested parties may identify their capability by responding to this requirement, no later than 10:00 AM MT on January 18, 2020, by email to Jeanine.J.Goral@usda.gov. All information submitted should support the capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 811219, Small Business Size $22.0 million.
