Description

NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisitions Branch, negotiated on a sole source basis, under authority of FAR 13.106-1(b)(1), with Performance Aircraft Services Inc. (PASI) of Grapevine, TX for inspection and repair of a fuel leak in the #4 fuel tank on NOAA�s WP-3D Orion at NOAA�s Air Operations Center in Lakeland, FL. The sole source determination is based on PASI�s original installation of the tank sealing system EF-5992. Inspection and repair of a leak using this system must be accomplished by an authorized vendor on this system. The OEM for EF-5992, Meggitt, has confirmed that PASI is the only authorized installer, per the attached Justification for Other than Full and Open Competition. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's future requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct future procurements on a competitive basis. A determination by the Government not to conduct a competitive procurement is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
