- Description
- The Library of Congress, National Library Service for the Blind and Print Disabled (LOC-NLS), intends to establish sole source purchase orders to buy specialized equipment to build a braille digitization scanner as part of an R&D effort. This is not representative of a larger effort and is intended as a onetime purchase. This special notice serves the following three purposes: Public notice of the Library�s intent to sole source a contract award below the Simplified Acquisition Threshold; Posting of the J&A for a sole source contract award; and, Fulfill public synopsis/notice requirements. This is considered to be a simplified acquisition with a total dollar value below $250,000 for the entire duration of contract performance, including all CLINs, and all potential performance periods. The potential period of performance is the date of award through 30 days for delivery of the equipment. Specifically, two separate purchase orders, when combined are still below $250,000, are being considered to build the braille digitization scanner. Each contemplated purchase order would be to a different company, but the products from both orders would be assembled and combined into one braille scanner by Library personnel. As a result, both J&A�s are attached to this special notice. In accordance with LC06.305, Availability of the Justification, the Justification and Approvals (redacted) to issue sole-source contracts are posted. This fulfills The Library of Congress� obligations of public notice, synopsis, intent to sole source, and public posting of the J&A. No other notices, written solicitations, nor award notifications shall be publically posted as a result of this contracting action.
