Description
This notice is being posted as an avenue to provide Request for Quote W912PM20T0001.�In accordance with the Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a�pre-solicitation notice posted for this required action. This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a�100% Loca Area Set-Aside for Small Business concerns within the U.S. Virgin Islands and Puerto Rico. The�geographic areas of the U.S. Virgin Islands and Puerto Rico are being considered IAW (42 U.S.C.5121, et seq.) and 42 U.S.C. 5150 and the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation�number is W912PM20T0001, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is�562119. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition�Circular 2019-01. Description of the Requirement:� The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to provide on-sland disposal of vegetative debris resulting from the 2017 Hurricanes Irma and Maria on the United States Virgin Islands (USVI). Place of Contract Performance:� St. Croix, U.S. Virgin Islands Performance Period:� All disposal shall be completed within 150 days after Notice to Proceed. Evaluation of Award:� The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� Award shall be made to the lowest priced technically acceptable offer.� Reference FAR 52.212-2 within the solicitation and the additional criteria stated below.� The Contractor is responsible for referring to the prevailing wage determinations and apply them as applicable.� The Government will attach the latest versions to the contract upon award. This will be a firm-fixed price contract action. IN ADDITION TO A COMPLETED PRICE BREAK OUT SCHEDULE AND THE TECHNICAL CRITERIA LISTED WITHIN CLAUSE 52.212-2, ALL OFFERS MUST INCLUDE THE FOLLOWING: TECHNICAL CRITERIA Acceptable or Unacceptable The Offeror has no active or inactive exclusions listed in their Entity Record on the System for Award Management (SAM). The Offeror does not have any related Past Performance rated at ""Unsatisfactory"" or ""Marginal"" in the last five (5) years.� SubFactor ratings to Past Performance that will be considered include quality of product/service, cost, schedule, small business, and management. Proposal includes the minimum requirements specified for the Management/Operations Plan. FAILURE TO ADEQUATELY FULFILL THE SUBMISSION REQUIREMENTS ABOVE, AS FURTHER DESCRIBED IN THE ATTACHED SCOPE OF WORK, WILL RESULT IN YOUR OFFER BEING REMOVED FROM CONTENTION.
