Description
Notice of Intent NAICS Code: 541620 Environmental Consulting Services. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, EP-D-13-005, as described below. The US Environmental Protection Agency�s (EPA) Office of Air Quality Planning and Standards (OAQPS) has a requirement for Emissions, Air Quality, and Meteorological Modeling. This requirement is currently performed under Contract EP-D-13-005. The incumbent contractor provides technical work products to the U.S. Environmental Protection Agency (EPA). Support provided in accordance with the subject Statement of Work (SOW) will facilitate ambient air monitoring and quality assurance programs with focus on issues concerning implementation and operation of national, state/local, and tribal air monitoring networks. In addition, the program addresses the quality of the measurement data of the criteria air pollutants, chemical speciation of particulate matter, air toxic compounds, and ozone precursors required to be measured by the Photochemical Assessment Monitoring Stations (PAMS) program. A principal objective of EPA�s monitoring and quality assurance role is to ensure that the quality of the data collected and reported by state/local/tribal agencies, federal agencies, and other parties, can be quantified and can be used to support programs such as the National Ambient Air Quality Standards (NAAQS), the federal reference and equivalency program, and the nation�s air quality management programs. Solid technical support is critical to the U.S. EPA�s ability to support air quality management policies and programs, as this support will directly impact federal, state, and local air quality monitoring activities. The SOW for this requirement includes thirteen primary tasks: Task 1 � General Technical Support; Task 2 -� Development and Revision of Guidance Documents and Technical Reports; Task 3 -� Facilitate Performance Evaluation, Assessment and Audit Activities; Task 4 � Outreach Activities; Task 5 � Conference, Seminars and Workshops; Task 6 � Cost Estimates; Task 7 � Completion of Special Air Quality Studies; Task 8 � Data Quality Objective (DQO) Development and Program Support; Task 9 � Regulatory Support;� Task 10 � Statistical Support; Task 11 � Desktop Publishing Support; Task 12 � Precision and Accuracy Program; Task 13 � Data Retrievals The current contract, EP-D-13-005, period of performance was extended for six months from December 31, 2017 to June 30, 2018 via Far Clause 52.217-8�Option to Extend Services. The Government intends to compete, negotiate, and award a follow-on contract for a one-year base period and four one-year option periods in accordance with the Federal Acquisitions Regulation (FAR). However, due to delays in the acquisition process, the contract for follow on services will not be awarded prior to the current expiration date of December 31, 2019 of contract EP-D-13-005. Since the services of the contract are critical and cannot lapse, the EPA must extend the period of performance of the current contract for an additional six months to allow time for the new follow on contract to be awarded. The EPA intends to negotiate this period of performance extension on a sole source basis. There are no other contractors that have the capability of providing the level, breath, depth of support, and continuity of services that are required by NAAQS for Ambient Air Monitoring and Quality Assurance Support. The intent of this notice alerts the vendor community to the extension of contract EP-D-13-005, and the upcoming opportunity for competition of this opportunity. This notification alerts all vendors to this action and to determine if any other source (s) exist; and, therefore, no solicitation is available. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. Responses to this notice should be submitted to the Contract Specialist, Olin D.
