- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2001611 and is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2020-03 effective 12/13/19. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. The acquisition is being competed full and open without a small business set-aside. Description of the Requirement: The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Bacteriology, Pulmonary Pathogens Section located at Rocky Mtn Lab, Hamilton, Montana is currently seeking sources capable of providing an annual maintenance agreement for a Qtrap 5500 Mass Spectrometer, Qtrap Software, ExionLC AC Pump , and PEAK1024 gas generator. Please refer to the Equipment List attachment which includes all model and serial numbers of equipment/software to be covered, this service must be equal to the manufacturer�s Assurance Plan and Software Plus Plan. Re-certification fees may apply. Period of Performance : January 3, 2020 � January 2, 2021 The Service will be performed at Rocky Mountain Laboratories in Hamilton, MT The government intends to award this as a firm fixed price, purchase order in accordance with FAR Part 13. All interested parties should submit quotes based on the criteria detailed in the attached equipment list. Offerors must list all requested service plan options on quote. All responsible sources who are certified by manufacturer, Sciex, as authorized third-party vendors may submit a quotation showing their capabilities and past performance providing service to this type of equipment. The third-party vendors shall provide documentation guaranteeing that we have access to OEM telephone support, only OEM parts and supplies will be used, and only OEM certified technicians will perform repairs. All responsible sources may submit a response that will be considered. The government intends to award a firm fixed price purchase order to a responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the following evaluation criteria: capability to meet the minimum service requirements, past performance, and price.
