- The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) is issuing a Pre-solicitation Notice for construction project 502-14-102 Replace Boiler Plant and Steam Distribution System located at the Alexandria VA Health Care Systems, Pineville, LA This procurement will be 100% Service- Disabled Veteran Owned Small Business (SDVOSB) Set-Aside to be released under Solicitation Number 36C10F19R0086. The contractor must provide all supervision, labor, materials, tools, equipment and transportation, and services necessary for construction.� The project to be constructed is to renovate the existing boiler plant. The project shall include the renovation of the existing 8,000 square feet boiler plant (Bldg. 14) and construction of a 2,087 square feet addition. Building 14 will house three new boilers and the addition will include boiler plant support space and generator. This project is to provide a new fully functional medical center boiler plant and to replace the existing underground portion of the high-pressure steam distribution and pumped condensate return system. The new boiler plant will occupy a refurbished Building #14. Building #14 will be expanded with a new addition to house a new 400kW emergency generator, electrical equipment room, control room and personnel facilities. Site modifications will be required to make the new boiler plant, a mission critical facility, comply with the VA Physical Security Design Manual for Mission Critical Facilities. Four existing fuel oil tanks that are past their useful life will be removed and replaced with new tanks sized as required in the VA Steam, Heating Hot Water, and Outside Distribution Systems design manual. It is the intent to replace a portion of the existing outside steam distribution with new pre-engineered piping system that will connect to the existing steam pits at a point approximately ten feet from the pits. The existing generator set, transfer switches, fuel oil tank and building #42 will be demolished at the beginning of the project to allow for the new addition. A temporary control room and one portable boiler (minimum 650 HP) is to be included within the project scope. Since the existing plant in Building #14 is to undergo total renovation, one 1000 HP portable boiler, provided by the government, will be on site to provide steam to the medical center. The existing portable boiler is to be relocated by the contractor during Phase 1.� Fuel oil for backup will be provided using a portable double wall storage tank. A single award will be made on CLIN 0001.� Offerors shall provide price proposals separately.� Failure to do so will be cause the proposal to be determined non-compliant IAW the RFP and not considered for award. The magnitude of construction cost for this project is between $10,000,000.00 and 20,000,000.00 with a completion period of 1200 calendar days after receipt of notice to proceed.� The applicable North American Industry Classification System (NAICS) is 236220, small business size standard is $39.5Million.� NOTICE TO OFFFERORS:� All offerors must be registered in the System for Award Management (SAM) www.sam.gov before submitting an offer and time of award and must comply with FAR 52.204-7 and 52.204-8. Registration will be verified using the �Unique Entity Identifier� that identifies the Offeror�s name and address exactly as stated in the offer. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from beta.SAM which will be available on or around January 3, 2020. ��By registering at beta.SAM.gov the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.beta.sam.gov, you will be notified by e-Mail of any new amendments that have been issued and posted, any notifications, and communication with other contractors and query to this requirement. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-proposal conference information will be outlined in the RFP. There will be no public bid opening. All Offerors must ensure that their firm has the ability to provide both 100% Performance and Payment Bonds.
