Description
Title of Work: Miscellaneous Repairs Project Description: The project is a Multiple Award Task Order Contract (MATOC) for miscellaneous repairs throughout the Memphis District.� Typical construction task orders may include levee embankment repairs, road gravel surfacing, channel bank riprap armoring, culvert installation/replacement and maintenance of existing projects within the Memphis District.� The work on each task order will consist of furnishing all plant, labor and materials for the work to be performed.� Specific items of work may include, but not be limited to: clearing, stripping, grubbing; debris disposal; borrow pit development and excavation, channel excavation, stockpiling of material, processing of fill material for moisture control, embankment construction, compaction; placement of geo-textile, gravel surfacing, bedding material, riprap (grouted and un-grouted); culvert installation/replacement; establishment of turf and any incidental related work according to the base MATOC specifications and supplemental specifications & plans. The estimated average value of the work, including all task orders, is $9,000,000.00 per year.� Location: The work shall be located at various locations within the Memphis District Area of Responsibility (AOR).� The exact location will be indicated on the contract drawings for each individual Task Order. North American Industry Classification System: 237990 Small Business Size Standard: $36.5M. Acquisition Strategy: This procurement will be advertised as a Competitive 8(a) with competition limited to eligible 8(a) participants. All Awards will be made to the Lowest Price Technically Acceptable offers. Source Selection: The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical and Price Evaluation. Prospective offerors must submit a written proposal for Past Performance, Technical and Price for the prototypical project to be considered for award. The prototypical project will be used to evaluate the price proposal and portions of the technical proposal. It may be awarded if funds are available. Site Visits: No site visits are currently scheduled. However, offerors can schedule site visits, during normal duty hours, by contacting the designated Area Engineer's office listed in the solicitation. Magnitude of Work: Between $10 Million and $45 Million Contract Duration: Base year with four option years Request for Proposal: Will be issued on or about 30 January 2020 Proposal Due Date: On or about 03 March 2020 The resulting contract award will be a 5 Year, Firm-Fixed-Price, IDIQ MATOC. The Government reserves the right to award up four (4) contracts from this solicitation. The Solicitation Number will be W912EQ-19-R-0006. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
