COMBINED SYNOPSIS/SOLICITATION (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The combined synopsis/solicitation number is W9098S-19-Q-016475.� The solicitation is issued as a request for quotation (RFQ). Vendors who are not registered in the System for Award Management (SAM) database prior to award will not be considered.� Vendors may register online at www.SAM.gov . (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-01. (iv)This requirement is a 100% small business set-aside.� The Primary associated North America Industry Classification System (NAICS) Code is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing),and the Business Size Standard is 1,000 employees. See Attachment 0001 Miscellaneous Items Price Matrix Quantity: See Attachment 0001 Miscellaneous Items Price Matrix (vi) Description of Requirement: Miscellaneous Items CLINS 0001-0061. The Miscellaneous Items Price Matrix at Attachment 0001 identifies Drawing Numbers for each item.� Copies of these drawings are found in Attachment 0002 - FRS Misc Parts Drawings. Items shall be provided in accordance with the applicable drawing as identified in Attachment 0001 Miscellaneous Items Price Matrix. (vii) Desired Delivery: Within 30 days after award. Inspection: Destination Acceptance: Destination FOB: Destination ROCK ISLAND, IL 61299-5000 (viii) FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. ADDENDUM TO 52.212-1 52.211-14��� Notice of Priority Rating for National Defense, Emergency����� Preparedness, and Energy Program Use (Apr 2008) Fill-in: DO-A4 The Army Contracting Command - Rock Island (ACC-RI) hereby issues RFQ W9098S-19-Q-016475 for the purpose of entering into Multiple Purchase Orders for 61 Miscellaneous Parts for the Forward Repair System (FRS) in support of the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). This RFQ is prepared in accordance with the procedures in FAR 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. This solicitation is a RFQ; therefore, the terms �Quotation� and �Quoter� should be substituted for �Offer� and �Offeror� in this RFQ. Provision 52.212-1, Instructions to Offerors � Commercial Items is tailored IAW FAR 12.302 with the following revisions below. All other paragraphs remain unchanged and apply when applicable. ����������� Submission of Offers: Paragraph (b) is revised to: �Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes shall be submitted on Attachment 0001, Miscellaneous Items Price Matrix filled in by the quoter and may be submitted with letterhead stationery. As a minimum, quotes must show� ���������� (1) The solicitation number; ���������� (2) The time specified in the solicitation for receipt of offers; ���������� (3) The name, address, telephone number and cage code of the offeror; ���������� (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; ���������� (5) Terms of any express warranty; ���������� (6) Price and any discount terms: Quoters shall fill out and submit Attachment 0001� Miscellaneous Items Price Matrix. Quotations that do not include a filled out Attachment 0001 � Miscellaneous Items Price Matrix may not be considered for award; ���������� (7) �Remit to� address, if different than mailing address; ���������� (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). A completed copy of the representation and certification per DFARS provisions in the solicitation or a statement that the DFARS provisions are accurate and completed electronically as part of its annual representations and certification at SAM.gov; ���������� (9) Acknowledgment of Solicitation Amendments; (10) This paragraph is not applicable to this solicitation. � (11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quoters that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.� ����������� Late Submissions, modifications, revisions, and withdrawals of Offers. Paragraph (f)(2)(i) is revised to: �Any quote, modification, revision, or withdrawal of a quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is �late� and may not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition; and-� ����������� Multiple Awards. Paragraph (h) is revised to: �The Government�s preference is to award a single purchase order for all items to the lowest total evaluated price, responsible quoter whose quote conforms to the solicitation; however, the Government may accept any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations.� If multiple awards are determined in the best interest of the Government, the Government reserves the right to group items for award in a fashion representing the greatest overall benefit to the Government.� Therefore, a grouping may consist of lowest quoted price items with other than lowest quoted price items, only if the other than the lowest quoted price items can be determined to be a fair market value.� Quotations may not be submitted for quantities less than those specified for an individual line item.� Quotations for partial quantities of an individual line item may not be considered for a multiple award. �The Government reserves the right to make an award on any item for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quotation.� Addenda is attached for FAR 52.212-4, Contract Terms and Conditions- Commercial Items. ADDITIONAL INSTRUCTIONS TO QUOTERS: Quoters are requested and encouraged to propose unit prices for all 61 items for within the Attachment 0001 - FRS Misc Parts Price Matrix.� A quoter shall enter its full name and CAGE Code in the space provided at the top of the sheet.� Quoters shall only fill in the yellow highlighted cells.� The Price Matrix will auto-populate the Total Evaluated Price.� No other information is to be added to the Price Matrix, nor shall quoters make any changes to the Price Matrix. Any alterations to the Price Matrix may deem the Quoters ineligible for award.� Submitted quotes are assumed to represent the quoter�s best efforts, as final revised quotes may not be requested.� Failure to provide unit prices for all items �may render the quotation non-complaint and may not be further evaluated for award. See tailored multiple award paragraph in 52.212-1. �� The U.S. Government (USG) reserves the right to require the submission of any data (i.e. other than certified cost or pricing data) necessary to validate the price reasonableness of a quotation. The USG expects adequate price competition. However, the USG reserves the right to require adequate submission of data other than certified cost or pricing data from the quoterto determine the reasonableness of a quotation if competition is inadequate for that purpose. � Options. The USG will evaluate quotes for award purposes by adding the total price for all �OPTION Quantities Required� to the total price for the �Quantity Required�. If the quoter does not offer an option price, the lowest price offered in the Schedule for the item(s) shall be the price used for evaluation/award of any option quantities.
