Description
This synopsis is prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed contract action is being processed on a sole source basis.� The North American Industrial Classification System (NAICS) Code is 334511. The Small Business Size Standard is 1,250 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm fixed price, indefinite delivery/indefinite quantity (ID/IQ) contract on a sole source basis to Northrop Grumman Systems Corporation (hereafter referred to as �NGSC�) for the repair, restoration and replacement of Submarine High Data Rate (SubHDR) Mast Motion Sensors (MMS). This requirement is a total follow on to N66604-15-D-1504 with NGSC. The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. NUWCDIVNPT Code 34 is the designated Technical Direction Agent (TDA) and National Maintenance Center (NMC) for the SubHDR Mast Group System and is the sole facility capable of repairing SubHDR Masts for the fleet.� The Code 34 SubHDR NMC is responsible for recommending and implementing engineering changes into SubHDR Masts to enhance the life of the system in the fleet.� In support of this effort, NUWCDIVNPT Code 34 has a requirement for the repair, restoration and replacement of SubHDR MMS. �The required SubHDR MMS are highly complex sub-components of the SubHDR MMS Group Systems.� �The required SubHDR MMS must perform in various outboard at-sea environments that include underwater explosion, high/low temperature, vibration, inclination, and electro-magnetic interference, and must meet the Government�s rigorous certification criteria (e.g. stabilization and pointing of a narrow beam three-axis (3-axis) antenna operating under sea state five (5) conditions).�� Furthermore, the SubHDR MMS are the only sub-level components that meets all functional, performance, and environmental qualification requirements of the SubHDR Mast Group System specification.� Raytheon, the original equipment manufacturer (OEM), has designated NGSC as the only certified supplier of the SubHDR MMS.� Therefore, NGSC is the only source with the requisite knowledge and expertise required to perform the repair, overhaul and manufacturing of these parts to meet the Government�s minimum requirements. The draft Statement of Work (SOW) is provided as Attachment 1 to this notice.� The draft parts list, including the anticipated maximum quantities for each repair and spare for the five-year (5-year) effort, is provided as Attachment 2 to this notice.� The anticipated place of performance is at the Contractor�s site in Salt Lake City, UT. � The anticipated award date of this requirement is expected to be on or about 30 June 2019. The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
