Description
This combined sources sought/intent to sole source notice is issued by the Army Contracting Command-Redstone (ACC-RSA) in support of the United States Army Space and Missile Defense Command (USASMDC) for the purpose of conducting market research to determine if there are potential sources with advanced technology test and research and development capability to perform the effort as described below. The USASMDC effort is titled �Sensor System Research, Development, and Engineering Services (SSRDES).� It is anticipated ACC-RSA will issue a five-year sole source indefinite-delivery/indefinite quantity contract with cost-plus-fixed-fee and cost reimbursable task orders for an estimated contract value of $63 million to Utah State University Research Foundation (USURF)/Space Dynamics Laboratory (SDL) for the SSRDES effort under the authority of 10 U.S.C. 2304(c)(3) as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii).�The USURF/SDL is a University Affiliated Research Center (UARC) and is a not-for-profit entity sponsored and primarily funded by the U.S. Government (USG) to address technical needs that cannot be met as effectively by existing USG or contractor resources.�Collaborative research partnerships between universities and the USG are vital to national defense and homeland security missions.� A list of UARCs can be found at https://defenseinnovationmarketplace.dtic.mil/ffrdcs-uarcs/.�This notice falls under the North American Industry Classification System Code 541715 with a size standard of 1,250 employees.�All interested parties that meet the requirements of this posting, as limited by FAR 6.202(a)(3) (establishing or maintaining alternative sources), can submit a written statement of capability (SOC) no longer than 10 pages in length (5 pages front and back), 12 pitch Arial font, that demonstrates the interested offeror can perform the requirement as described below. The USG will determine whether or not to proceed with an acquisition and, if it does decide to proceed, select the best acquisition strategy that will meet the needs of the USG. This is a USG market research effort in accordance with FAR Part 10 Market Research. This notice does not constitute a commitment by the USG to contract for any supply or service whatsoever nor does its issuance in any way restrict the USG as to its ultimate acquisition approach. All information submitted in response to this notice, including SOCs, is strictly voluntary. The USG will not award a contract on the basis of this notice; will not pay for information requested; and will not compensate any respondent for any costs incurred in developing, preparing, or submitting a response to this notice.�Any information provided by the USG at this time is preliminary and may be updated or changed.�Not responding to this notice does not preclude participation in any future RFP, if any is issued.�If a solicitation is released, then it will be synopsized on https://beta.sam.gov/ in accordance with FAR Subpart 5.2 unless an exception applies.�It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this announcement.�Responses to this notice will be incorporated with other market research. DESRCRIPTION OF EFFORT The USASMDC mission is to develop and provide current and future global space, missile defense, and high-altitude capabilities to the Army, joint force, and our allies and partners, to enable multi-domain combat effects; enhance deterrence, assurance, and detection of strategic attacks; and protect the nation.�To meet its mission, USASMDC requires specialized engineering, science and technology, analysis, test and fundamental technology research for state-of-the-art systems, operations, hardware and software, and associated technology creation and transition efforts that are only offered by a UARC (note that USASMDC�s UARC requirements will also encompass engineering and scientific expertise required to identify and mature appropriate technologies and develop operational prototypes, which will include the creation of technology, the development of architectural concepts for rapid transition of maturing technologies to soldiers in the field, analysis of current and planned systems and components, and supporting the test and fielding of systems). The USASMDC intends to issue a sole source contract with USURF/SDL as a UARC under the authority of FAR 6.302-3(a)(2)(ii).�Offerors responding to this sources sought notice should demonstrate the essential capabilities, expertise, and experience to address the following eleven core competencies: (1) �Electro-optical sensor systems research and development: Innovative sensor components and systems; cryo-systems thermal design, development and handling; and Sensor calibration, characterization, test and evaluation; (2) �Ground, airborne, and space-rated instruments and payloads development, test and evaluation, integration, validation, and operations to include technology insertion including form, fit, function, and miniaturization of mechanical, optical, and electronic devices; (3) �Modular Open Systems Architecture for airborne, space, and ground applications; (4) �Autonomous and intelligent unmanned sensor systems; (5) �Geo-based active stabilization and pointing for airborne, space, and ground applications; (6) �Large scale data processing, handling, compression/decompression, and visualization techniques for sensor analysis, data exploitation, data fusion, and data dissemination; (7) �Phenomenology measurements modeling and simulation; (8) �Sensor modeling and simulation; (9) �Small/micro satellite sensor systems and components; (10) �Prototype development of ground systems to support ground, airborne, and space instruments:� Multi-domain command and control (C2), including C2 research and analysis, and developing C2 concept of operations (CONOPS); and (11) �Cyber analytics and high-speed networks. -END OF DOCUMENT-
