Description
This is a Request for Information/Market Survey for information only. No proposals are being requested or accepted at this time. This is not a solicitation for proposals and no contract shall be awarded from this notice. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications in preparation of the procurement entitled Benefits and Other Relevant Analyses (BORA) and Methods Development for Evaluation of Air Pollution Control Policies. This requirement is for the Environmental Protection Agency (EPA) within the context of the Clean Air Act (CAA) and related environmental statutes. The anticipated contract type will be Labor Hour, Time & Material and Firm Fixed Price with Cost Reimbursable travel. The estimated period of performance is a 12 month base period and four 12 month option periods. The estimated level of effort is 7,850 hours annually. The attached 'draft' Statement of Work provides a general summary of the types of work that will be required for this effort and include: 1) Review Data Inputs and Technical Support Documents 2) Develop Methods and Databases for Benefits and Risk Analyses 3) Conduct Benefits Analyses 4) Conduct and Support Risk Analyses 5) Prepare Profiles of Affected Entities 6)Develop Analysis Methods and Conduct Economic Analyses 7) Develop Control Strategies and Conduct Emissions Inventory, Air Quality, and Control Cost Analyses 8) Conduct Surveys and Focus Group Sessions 9) Review and Revise Resource Manual 10) Revise Analyses and Related Documentation 11) Prepare Docket Materials and Reference Documents (12) Technical and Administrative Support for Workshops, Seminars, Meetings, Public Hearings, and Peer Review Panels 13) Support for Responses to Public Comments 14) Conduct Training on Models or Methods and Provide Support for Modeling and Software Development All companies regardless of socio-economic category are invited to submit a response Responses should include the following: Company Name, Address, POC Offeror's interest in providing a quotation Offeror's business size and socio-economic category for NAICS Code 541620 Firm's ability to deliver the services as described in the Statement of Work to include the following: -Experience performing air quality risk and benefits assessments using state-of-the-science tools and techniques. -�Expertise in developing and applying willingness to pay and cost of illnesses measures to quantify the economic value of air pollution-attributable deaths and illnesses -Expertise in quantitatively characterizing the distribution of risk among populations susceptible to air pollution effects � Experience in developing software tools used to quantify the number and economic value of air pollution effects
