- REQUEST FOR INFORMATION (RFI) Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center (NSWC) Indian Head EOD Technology Division (IHEODTD), Cooperative Research and Development Agreement (CRADA) Partner Notice Type:� Request for Information Special Notice Number: N0017420SN0013 Posted Date: 19 December 2019 Response Date: 22 January 2020; 2:00 PM EST Contracting Office Address: N00174 Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, 4072 North Jackson Street, Indian Head, MD THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Background & Purpose Background: NSWCIHEODTD is leading the design and development of payload(s) in support of the Office of Naval Research (ONR) Enhanced Expeditionary Engagement Capability (E3C) program for a 155mm artillery prototype with modular payload, seeker and in-flight propulsion sections.� This effort seeks to design for scalable lethality and blast/fragment penetration against a wide range of target sets; ensure affordability of the prototyped and manufactured design, with an emphasis on low-complexity; establish a baseline payload design; and evaluate future technology enhancements that afford lethal versatility. Purpose: The purpose of this RFI is to seek information from companies interested to become a Cooperative Research and Development Agreement (CRADA) partner, to collaborate in innovative design, material development, and engineering solutions with respect to next generation ordnance items and supporting technologies.�� The CRADA partner should possess expertise, capabilities, and experience in the design and manufacture of warheads, fuzing, and ordnance technologies.� ��������� Information Received: After reviewing the responses, NSWC IHEODTD may request a meeting or teleconference with responding companies to gain further insight into their capabilities. NSWC IHEODTD is not obligated to hold these meetings with any or all respondents. If NSWC IHEODTD decides to meet with a company, it will only meet with those that responded to this notice. NSWC IHEODTD will not reimburse costs for participation in these meetings or teleconferences. NSWC IHEODTD does not intend to pay for the information received. This is neither a Request for Proposals nor an announcement of a forthcoming solicitation. Information received will be considered solely for selecting a CRADA Partner having the ability and capability to Partner with NSWC IHEODTD. III. The Research is organized into the following discrete topics: A. �Baseline HE Payload. Design and develop an affordable, unitary, High Explosive (HE) payload in a non-reactive �����������materials case, with lethality equivalent to or better than the M982 Excalibur.� The lethality will address the same target set at M982 Excalibur as well as Fast Attack Craft (FAC), and Fast Inshore Attack Craft (FIAC). The fuzing sensor(s) provide Point Detonation (PD), Point Detonation Delay (PDD), and Height of Burst (HOB) modes, with the option to accept an external HOB trigger signal.� B. �Submunition Payload. Evaluate adaptation and interface of Dual Purpose Improved Conventional Munitions ���(DPICM) replacement concept(s) in support of payload modularity and lethal versatility for 155mm prototype. C. �Payload Concepts. Investigate novel payload concepts for kinetic and non-kinetic effects suitable for the modular �����������architecture of the 155mm prototype. Desired Skill Sets and Expertise The company should also possess the capabilities to support collaborative development of new engineering or materiel solutions. Computer modeling and analysis capabilities Ordnance items and supporting technologies include, but are not limited to: warhead design for multiple mission sets, multi-capability fuzing design, development of new structural materials, development of new energetic fills, and initial and/or full-rate manufacturing and production capabilities if delivered a government-owned technology data package. Information Sought and Formatting Instructions Submission Content: Respondents may provide a capability statement �White Paper� and/or existing marketing or technical product brochures. �White Papers� shall be limited to five (5) pages, accompanying or alternative product literature shall be limited to twelve (12) pages. Responses should include: Cover Sheet � RFI number and name, address, company, technical point of contact, with printed name, title, email address, and date. Capability Statement �The Responders will list their� Manufacturing Readiness Level (MRL) �capabilities and provide verification for the level of each capability. Deadline: Responses are to be submitted by 22 January 2020. Any response received after these dates may also be considered but may not be included in initial reporting or assessments. Formatting: All responses should be submitted electronically in PDF format and emailed to the technical points of contact listed below. The subject line of the email should read as follows �RFI: Cooperative Research and Development Agreement (CRADA) Partners . Responses should include the information outlined in section III (A) above. Information: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If desired, a classified supplement may be submitted separately. Please contact one of the Technical Points of Contact for directions on submission of any sensitive or classified information. No cost or pricing information should be provided - any received will be deleted and destroyed.
