- Notice Type: �Pre-Solicitation/Synopsis PSC:� Z2JZ Contracting Office Address: Department of the Air Force, Direct Reporting Units, USAF Academy - 10 CONS, 8110 Industrial Drive Suite 200, USAF Academy, CO, 80840-2315 No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Subject:� This is a pre-solicitation notice (synopsis) for a construction acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice.� All applicable provisions and clauses will be included in the actual solicitation. �This electronic announcement constitutes the only pre-solicitation notice being issued. Proposed Solicitation Number:� FA700020R0003 The solicitation is expected to be issued on or after 7 January 2020. �The closing date and time for submission of proposals will be contained in the solicitation package. For planning purposes only, an organized site visit is anticipated to be held during the week of January 23th 2020. The date and time for a pre-proposal conference or site visit will be announced in the solicitation package, which will be made available on the government point of entry (GPE) web site at http://www.beta.sam.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. �Further information on SAM web site is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Description The construction acquisition is to sustain/repair multiple air handling units in Building 2354 - Fairchild Hall at the United States Air Force Academy, CO. Most of the AHU systems in Bldg 2354, Fairchild Hall are original to the building and have been in operation since approximately 1960. They are also �Combo� coils which provide cooling or heating, but do not switch automatically. The �Combo� system is converted to heating in September and converted to cooling in May. The HVAC consists mainly of air handling units and reheat coils serving spaces. Reheat coils were retrofitted with VAV boxes in the early 90s.� The building is served by the Central Heat Plant which provides high temp hot water of up to 400 degrees.� The chilled water is generated at the Fairchild Hall chiller plant, with cooling towers located at the Aero Lab.� This project will upgrade AHU equipment in mechanical rooms: 1-H2, 1-D2 and 1-E2, consisting mainly of 14 existing air handling units and associated equipment. Most piping and ductwork insulation is original and may contain asbestos. General Description: Perform HVAC upgrades to 14 air handling units in 3 ground floor mechanical rooms. Demolish existing ducted units, and replace with new units. Work includes the following: HVAC demo, HVAC ductwork, HVAC piping, Electrical wiring, ACM abatement, HVAC balancing. Estimated duration of work is 400 days, with temporary heating or cooling for offline air handling units.� Exhaust fan replacement. Place of Contract Performance: USAF Academy, CO 80840 United States Set-aside Status:� This acquisition will be 100% set aside for Women Owned Small Businesses (WOSB); all others will be deemed non responsive. �The North American Industries Classification System (NAICS) code is 238220, Plumbing, Heating, and Air-Condition Contractors and the Small Business Administration (SBA) small business size standard is $15M.� Magnitude of construction is between $1,000,000 and $5,000,000. � The proposed contract would be awarded to one vendor as a firm-fixed price construction contract. Current estimated completion time is 400 calendar days.� All future notices will be posted under the current solicitation number (FA700020R0003). �A solicitation is not available at this time; therefore do not request a copy of the solicitation. �The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
