- THIS IS A SOURCES SOUGHT NOTICE FOR THE PURPOSE OF CONDUCTING A MARKET SURVEY FOR WRITTEN INFORMATION ONLY.� This is NOT a solicitation announcement for proposals and no contract will be awarded from this announcement.� The Government will not reimburse any costs associated with providing information in response to this notice or any costs associated with requests for follow-up information. The purpose of this announcement is to obtain qualification statements from interested small businesses for performing the work described in this announcement. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research and seeking sources sought for a Multiple Award Construction Contract (MACC) for Critical Power (CP) system construction at various locations worldwide. The scope of this NAVFAC Critical Power (CP) System Contract is to acquire supplies and services including design, procurement, installation, renovation, alteration, assessment/inspection and repair of critical power system.� The work includes all phases from inception, design, system installation, training, removal, and disposal.� The following tasks are Phase I (Procurement), Phase II (Design), Phase III (Installation), Phase IV (Troubleshooting), Phase V (Arc Flash, Load Flow, and Coordination Studies), Phase VI (Maintenance, Repair and Upgrades), Phase VII (Systems Integration), and Phase VIII (Training).� The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, CA is responsible for assisting Navy and other U.S. Government agencies worldwide in supporting their critical power equipment.� The specific types of CP Systems covered in this contract are power usually supplied by commercial utilities and Government self-generation. �Back-up power is typically supplied by engine generators and battery-based uninterruptible power supplies (UPSs). �These engine generators and UPSs are generally three-phase units and may range in size from a few tens-of-kilowatts (kW) to several megawatts (MW). �Power systems include distribution from the source to the end user. �Critical utilities may include environmental / mechanical systems / equipment support to include: heating-ventilation & air-conditioning (HVAC), fire suppression, etc. in order to support the requisite safety, temperature ranges, humidity, ventilation, etc. �The work meets the definition of construction in FAR section 2.101. The majority of the work meets the definition of construction in OPNAVINST 11010.20H, Chapter 3, Paragraph 2(a)(1). NAVFAC Engineering and Expeditionary Warfare Center has been tasked by the NAVFAC Critical Power Systems Program to develop, solicit, award and administer a contract for construction and engineering related services for Critical Power systems and facilities at various locations worldwide. �This will be an indefinite-delivery, indefinite-quantity (IDIQ) type contract with firm fixed price task orders. �Award is planned to approximately three to five firms. There will be an ordering period of 96 months plus one 6-month option ordering period. �The cumulative not to exceed amount of this procurement is $99,000,000 for a maximum contract ordering period of 102 months. The applicable NAICS code is 238210 with a small business size standard of $16.5 million.
