Sources Sought Synopsis (Request for Interested Manufacturers) FROM: �Capt Jamie Farris, Program Manager, 409 SCMS / GUMB, Robins AFB, G; or�Abram Dotson, Assistant Program Manager, 409 SCMS / GUMB, Robins AFB, GA TO:� �� DLA Aviation Procurement Operations at Warner Robins (SPRWA1) �LOCATION:� Robins AFB, GA 31098-1813 Title:� Request for Interested Manufacturers: C-130 Fuel Cell Bladders SUBJECT:� Market research is being conducted IAW FAR Part 10 to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of (6) unique C-130 Fuel Cell Bladders�listed in the table below. NATIONAL STOCK NUMBER (NSN)�������������������� LOCKHEED MARTIN PART NUMBER 1560-00-661-1561LG������������������������������������������������ 695733-1 1560-00-670-2062LG������������������������������������������������ 695733-2 1560-00-442-4750LG������������������������������������������������ 695734-3 1560-00-442-4755LG�������������������������������������������������695734-4 1560-00-670-2060LG������������������������������������������������ 695735-1 1560-00-670-2059LG�������������������������������������������������695735-2 ITEM DESCRIPTION:� There are six Fuel Cell Bladder configurations for each C-130 aircraft. The Fuel Cell Bladders are installed in the inboard, center, and outboard cells on the left and right side of the aircraft. Each bladder cell holds jet fuel.� Degradation, deterioration or rupture of any Fuel Bladder could cause fuel leakage.� Results of fuel bladder failures range from minor fuel leakage to flight aborts/cancelations. IMPEDIMENT TO COMPETITION:� The drawings are maintained by Lockheed Martin. Each fuel cell bladder configuration (i.e. the 6 respective NSNs) must meet Lockheed�s specifications for width, length, depth, flexibility, durability, maintainability, reliability, etc. These parameters can be found on Lockheed�s control drawings 695733, 695734, and 695735. The government does not possess the design drawings for any approved manufacturing source. Each company must develop its design in accordance with Lockheed�s parameters then get those designs certified through Lockheed Martin as well as the United States Air Force�s First Article Testing. Due to design complexity, qualification testing, and certification, the time to produce from scratch can take up to 24 months. Additionally, design qualification and source approval requirements must be obtained ahead of contract award to minimize the risk the government accepts, while the product must also meet the needs of the government with respect to schedule and performance of the item. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to Meggitt Polymers and Composites for the manufacture of the (6) respective Fuel Cell Bladders listed in the table above, in order to support the Air Force competencies of Air Superiority, Global Attack, Rapid Global Mobility, and Agile Combat Support. Other interested parties may identify their interest and capability to respond to the requirement no later than the�03 January 2020 closing date by emailing Christine Tomlinson at christine.tomlinson@us.af.mil.� The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
