- This is a sources sought notice for information and planning purposes and shall not be construed as an obligation on the part of the VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8a Small Business and Small Business concerns that are interested and capable of supplying the item(s). Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Please refer to 13 CFR 121.406(b) Nonmanufacturers. A firm may qualify as a small business concern to provide manufactured products or other supply items as a nonmanufacturer if it: (i) does not exceed 500 employees; (ii) is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; (iii) takes ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice; and (iv) will supply the end item of a small business manufacturer, processor or producer made in the United States. Department of Veterans Affairs, Network Contracting Office 21 is seeking sources that can provide the brand name or equal requirement for Howard Medical HI-Care E Cart, Howard Medical HI-Paradigm E, 3 year warranty and on-site installation at the VA San Francisco Health Care System, 4150 Clement St, San Francisco, CA 94121 and VA Sierra Nevada Health Care System, 975 Kirman Avenue, Reno, NV 89502. Salient characteristics: Bar code medication administration (BCMA) carts. Carts must include (but not limited to) a form factor computer, solid state hard drive compatible with Guardian Edge encryption software (FIPS140-2 OI&T approved encryption software), Windows 7, wireless antenna (high gain and FIPS 140-2 compliant), lithium ion battery or better technology, power supply and power cord must meet NFPA standards for patient care equipment: 500 milliohms and 500 microamps, ergonomic features, height adjustable work surface, rotate/swivel/tilt widescreen monitor, wireless scanner/base mounted to cart in a holster, keyboard, mouse, smart card reader. Must be compatible with CPRS, Vista and existing Howard Medical BCMA carts. The NAICS code is 339113 and the corresponding size standard is 750 employees. Interested businesses shall send by email only, the following information: Socio-Economic Category; DUNS number; descriptive product literature; place of manufacturing; state if you are the manufacturer of the product or not; if authorized distributer, submit authorized distributor letter and distributor Socio-Economic Category.
