Description
Headquarters Air Force Materiel Command (AFMC), Air Force Research Laboratory (AFRL), AFRL/RQKPD, Wright-Patterson AFB, OH has awarded Task Order, FA8650-20-F-2514, which was solicited under an approved Justification for an Exception to Fair Opportunity in accordance with FAR 16.5.� This is the Justification for an Exception to Fair Opportunity for the solicitation of a new task order FA8650-20-F-2514, entitled ""Manned UnManned Contingency Management (MUMCM)"" with Contractor, Lockheed Martin Company, Contract No. FA8650-17-D-2718, under the Aerospace Platform Technology Research (ASAPTR) program. This Justification for an Exception to Fair Opportunity approves solicitation of a new Task Order under the basic contract FA8650-17-D-2718, Aerospace Systems Air Platform Technology Research (ASAPTR) to Lockheed Martin Company. This is a Cost Plus Fixed Fee task order. AFRL/RQQ�s objective is to develop and demonstrate autonomous technologies for fighter aircraft.� The objective of the effort involves �integration of new aerospace vehicle technology� which �provide revolutionary capabilities to the warfighter� including �accurate delivery of weapons, payloads.�� The effort involves R&D technologies that will provide �increased fighting capability with a smaller force structure.� The specific exception that precludes the fair opportunity process for this acquisition is FAR�16.505(b)(2)(i)(B): �Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.� Lockheed Martin is the only contractor that possesses the highly specialized expertise and�knowledge to complete the requirement without: A) Substantial duplication of cost; or B) Unacceptable Delay. This effort will require Lockheed Martin's proprietary technology which would require duplication of cost for another contractor to develop. In addition to the duplicative cost, it would take an unacceptable time period for another contractor to develop this capability. There is no further action planned. This justification is for the individual case of the acquisition of this task order. All future requirements will be competed between the ASAPTR awardees in support of fair opportunity unless an exception to fair opportunity would apply. This Justification was signed by appropriate approval authorities and was certified as accurate and complete.
