- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Adaptor chamber with lens and power supply for Oregon Physics ion source for a secondary ion mass spectrometer SOLICITATION NUMBER: NB643050-20-00213 RESPONSE DATE: 01/05/2020 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Oregon Physics, located in Beaverton, Oregon to purchase an adaptor chamber with lens and power supply for Oregon Physics ion source for a secondary ion mass spectrometer. The National Institute of Standards and Technology�s (NIST) owns a CAMECA IMS1270E7 large geometry secondary ion mass spectrometer (LG-SIMS) that provides critical support projects related to isotopic measurements and nuclear forensics research. �The instrument includes a specialized ion source that is manufactured by Oregon Physics.� NIST intends to purchase and have installed an adaptor flange for this ion source with an octupole lens and power supply that attaches to the primary ion column of the SIMS instrument and will increase the ion current and reduce the spot size of the ion beam delivered to the sample.� This addition will enable the achievement of higher sensitivity and higher spatial resolution for nuclear forensics and other applications of the LG-SIMS instrument. Sole Source justification is based on the following: Market research has only identified the original equipment manufacturer as being capable of meeting the needs of this requirement.�� The Hyperion II ion source manufactured by Oregon Physics must work intimately with the existing controls for the NIST owned equipment.� The ion source itself contains ion lenses whose voltages are controlled by proprietary software that was supplied by Oregon Physics.� That software must be modified to additionally control the new lens in the adaptor chamber.� Oregon Physics is the only potential supplier that has the knowledge and access to their proprietary software that will enable them to make the modifications to the software that are necessary to satisfy this procurement.� Furthermore, the adaptor chamber must be mated to the existing ion source with a precision vacuum sealing surface and its dimensions require intimate knowledge of the mating surface on the Hyperion II ion source.� Oregon Physics is the only potential supplier that has access to their machine drawings and the corresponding accurate dimensions of the mating surface on the ion source.� Oregon Physics has no authorized reseller partners and has provided documentation stating this fact. The resulting order will be a Firm-Fixed Price purchase order. NAICS code for this requirement will be 334516 - Analytical laboratory instrument manufacturing, with a small business size standard of 1,000 employees.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1/5/2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
